Private building certifier in Annandale
Annandale is mostly Inner West, while the City of Sydney controls a thin eastern edge. A private certifier in Annandale confirms the council first, then reads the ridge, the slope and the lane behind your home.

Who lives here
In 2021, 9,487 people were counted in Annandale, living in 4,439 private homes. Semis, terraces and townhouses were 47.2% of occupied homes, flats 28.8% and separate houses 22.8%. Those numbers take in the entire suburb.
The Inner West side
Almost all of Annandale sits in Inner West. Work there follows Inner West LEP 2022 (the local environmental plan), with design guidance from the Leichhardt DCP 2013 (development control plan). Subdivision began in 1876 on a grid of wide north to south streets, so most houses face east or west. Large homes line the Johnston Street ridge, while smaller cottages and terraces step down toward the creek valleys. The DCP maps neighbourhoods such as Booth Street, Young Street and Johnston Street. Several have their own laneway subareas.
Streets run by the City
The narrow eastern edge follows Sydney LEP 2012, with detail in Sydney DCP 2012. Parkland and mixed use zoning cover most of it. Homes there cluster at the strip's southern end, mostly in unit blocks, near the heritage-listed former Melocco Bros building. The council line sits just behind some frontages, so your address decides which council's plan applies.

What owners build here
- Extensions at the back for kitchens and living rooms. On a terrace, plan the depth of the addition with party walls, neighbours' windows and remaining yard in mind.
- Roof-space rooms. Down the slopes, a cottage's modest scale should stay readable, rather than chasing a big ridge house.
- Lane garages and studios. Where a laneway subarea applies, the rear building faces its own streetscape, so draw the full lane elevation.
- Pools, decks and granny flats. These can work on suitable lots, but they rarely suit narrow terrace blocks.
Unit renovations in the City strip count as Class 2 work, so a certifier holding Class 2 registration must handle them.
How approval usually works
Minor exempt work needs no approval. A complying development certificate (CDC), a fast-track approval a certifier issues, may suit work that meets every code standard. Listed items and conservation areas each limit this in their own way, so the exact scope must be tested. Otherwise, lodge a development application (DA) with whichever council covers your lot, then obtain a construction certificate.
Common problems include using a taller ridge house as the only precedent, ignoring the lane elevation and drawing to the other council's rules. Sections showing ground levels, retained roofs and neighbouring homes help settle those questions early.
Send your survey, street and lane photos and a short brief. CertifiBuild then works out the right council, code and pathway with you.

See the council pageIs a studio over a rear garage possible in Annandale?
It may be, depending on your lane and how you plan to use the room. On Annandale’s Inner West side, council’s design rules map neighbourhoods such as Booth Street, Young Street and Johnston Street, and several have their own laneway subareas. Where one applies, the rear building is judged as part of the lane’s own streetscape. Height, privacy, heritage and the scale of lower rear buildings nearby all matter. Draw the full lane elevation, not just the garage, and decide early whether the room is a studio or a separate dwelling.
My Annandale street is wide. Is a large addition realistic for my house?
Not necessarily, because the width of the street says little about your own lot. Annandale was subdivided from 1876 on a grid of wide north to south streets, yet many blocks behind them are narrow. The development control plan (DCP) also contrasts the large homes along the Johnston Street ridge with the smaller cottages and terraces stepping down toward the creek valleys. A cottage on the slope should keep its modest scale readable. Get a measured survey and read it against your mapped neighbourhood controls, with sections showing ground levels and the homes either side.
How can I tell which council my Annandale home sits under?
A planning certificate for the lot, or your rates notice, will tell you. Almost all of Annandale belongs to Inner West, and its own planning and design rules apply there. The City of Sydney has just a slim strip along the east, largely parkland and mixed use zoning. Homes are grouped at its southern end in unit blocks near the former Melocco Bros building. That strip uses the City’s own 2012 plans instead. The council line runs just behind some frontages, so confirm it before any drawings begin.
