Balgowlah's mix of homes and its local centre
How Balgowlah grew
Growth sped up between the wars, helped by a new Spit Bridge and better trams. In 1959, once the post war years had seen the last dairies close, the Totem Shopping Centre opened (Dictionary of Sydney). The result is a varied suburb, not one estate of matching houses.
A balanced housing mix
The 2021 Census counted 3,443 private dwellings and 8,068 residents. Among occupied homes, 40.3% were apartments or flats, 34.6% were detached houses and 23.1% were townhouses, terraces or semis. Apartments are Class 2 and sit outside our work. With a semi or a townhouse, the structure, the boundaries and any shared common property matter as much as room size.
Local centre and housing reforms
Council lists Balgowlah as one of the centres covered by the state's reforms for low and mid-rise homes. Eligibility for a given lot turns on its zoning, any exclusions and how far it is to walk. The Manly Development Control Plan has separate rules for the local centre itself. They include a street wall height of 10.5 metres. Certain Sydney Road sites beside Totem Lane must also keep a rear strip 1.5 metres deep open for walkers, planting and driver sight lines.

Common projects and how they get approved
What owners build here
Class 1 and 10 projects we often see in Balgowlah:
- Semi and townhouse rear additions. Check the shared wall, its fire rating and the drainage before drawing. Strata consent may be needed.
- Roof space conversions. Neighbours are close, so privacy and overshadowing need care.
- Pools and granny flats. Possible on the right house block, though detached houses are roughly one in three local homes.
- Decks and garages. Near the centre, check frontage and driveway rules.
A duplex near the centre is never automatic. On eligible land, the DCP also covers trees, deep soil and parking layout, which can reshape a concept that fills the garden with cars.
How approval usually works
Plenty of house projects suit a CDC, a fast approval a certifier issues when the plans meet state standards. For attached homes, the shared wall and any strata rules often decide the scope. If no CDC pathway exists, you apply to Northern Beaches Council for development consent and then get a construction certificate.
Do not copy your neighbour's approval, since that house may differ in age and history. Send your survey, title or strata plan and existing drawings. CertifiBuild will confirm your building type, recommend the pathway and inspect each stage to completion.

Local questions

No two lots in Balgowlah are the same. Give us your address and we will check every map that affects it.
See the council pageCan I extend my Balgowlah semi without affecting next door?
Often you can, though the party wall is where most of the risk sits. Semis, terraces and townhouses make up close to one in four occupied Balgowlah homes, so shared structure is common here. Footings, fire separation, waterproofing and roof drainage at the shared wall can all affect the home next door. Check the title or strata plan too, since strata consent may be needed. Bring your survey and existing drawings so these junctions are settled before plans are fixed. Copying what the adjoining owner got approved rarely works, as that house may differ in age and history.
Is my Balgowlah house eligible under the state’s housing reforms for land near centres?
It depends on three things: how far the lot is to walk from the Balgowlah centre, its zoning and whether any exclusion applies. Northern Beaches Council lists Balgowlah among the centres covered by the State’s low and mid-rise housing reforms, but eligibility is not an approval. On eligible land, the Manly Development Control Plan (DCP) adds controls on trees, deep soil and parking layout. A concept that fills the garden with driveways and cars can fail those tests. Settle the walking catchment and any exclusions for your lot before sketching the whole site.
Do the local centre rules affect my house a few streets back?
Usually not. The 10.5 metre street wall height applies to properties inside the Balgowlah local centre, and the 1.5 metre rear strip kept open for walkers, planting and driver sight lines covers certain Sydney Road sites beside Totem Lane only. Further from the shops, a house simply follows the normal rules for its zone. The State housing reforms can still reach homes near the centre, depending on walking distance and exclusions. Your planning certificate shows the zone and mapping, and we can confirm which rules touch your address before design starts.
