Private building certifier in Bronte
Conservation areas cover a third of Bronte, so heritage mapping is often the first thing an owner runs into. CertifiBuild certifies houses, semis, terraces, pools and outbuildings across the suburb.

Bronte: big suburb, cemetery, and landscape areas
Houses, terraces and flats
At about 131 hectares, Bronte is Waverley's largest suburb. Among 2,642 occupied homes in 2021, flats numbered 1,306, separate houses 814 and semis or terraces 491. Around 62% of the land carries a low density housing zone. On most mapped lots, buildings may reach 8.5 metres, while floor space may not exceed half the site area. The highest mapped limit, 13 metres, applies to a single small key site.
Two kinds of conservation area
Five general conservation areas, including Evans Street, Palmerston Avenue and Busby Parade, take in about 8% of Bronte. Twelve landscape areas cover roughly another 25%. Combined, they cover roughly a third of Bronte's land. Bronte House and Waverley Cemetery are both on the State Heritage Register. The cemetery opened in 1877 and alone fills around 13% of Bronte's land.
A small retail cap
Three small centre sites near the corner of St Thomas Street and Macpherson Street have a cap on retail floor area of 500 square metres. It keeps the local shops small scale and does not affect houses at all.

Common projects and how they get approved
What owners build here
Bronte mixes freestanding homes, terraces and units, so the work varies by street. Typical Class 1 and 10 jobs include:
- Upper floors and rear extensions on detached houses, about 31% of homes.
- Upgrades to terraces and semis inside any of the five broader conservation areas, usually through a DA.
- Pools, decks and sheds, which can still be complying on conservation land.
- Knockdown rebuilds on low density lots outside the heritage areas.
Flats and shop-top buildings near the beach and Macpherson Street are outside Class 1 and 10, so we will refer that work to an appropriately registered certifier.
How approval usually works
Conservation land is left out of the housing codes, and that exclusion reaches the landscape areas too, not just the general ones. So for a certifier, the full third of the suburb counts. On that land, adding to a terrace or semi generally needs a DA. Pools, detached sheds and similar freestanding structures (other than studios) can still use a CDC, a fast-track approval under state rules. If the mapping covers just one corner of your block, the rest may still be complying. Design excellence rules will not apply, since no Bronte height reaches the 15 metre trigger. CertifiBuild checks both conservation layers over your lot at the start, so you learn early if a CDC is a realistic option.

Local questions

See the council pageIs a pool possible on Bronte conservation land?
Usually, yes. Bronte has two kinds of conservation land, five general areas and twelve landscape areas, and a pool or a freestanding shed can still be approved as complying development in either. That is worth knowing, because together they take in around 33% of the suburb. Adding to a terrace or semi on the same land is another matter and generally needs a development application (DA). Where the mapping clips just one corner of your block, the remainder may still be complying. Check both layers before you plan the pool.
How tall can a Bronte home be built?
On most mapped Bronte lots, homes can reach 8.5 metres, while floor space is held to half the site area. The highest mapped limit, 13 metres, is confined to a single small key site near the local shops, not to houses. Around 62% of Bronte carries a low density housing zone, so these limits shape most house projects. Look up your own lot on council’s height and density maps before design starts, and remember heritage controls can limit an upper floor further where a conservation area applies.
Does the state mid-rise housing policy reach Bronte?
Not through a town centre catchment. The closest mapped centre, Bondi Junction, sits about 864 metres from Bronte’s nearest edge, which is beyond 800 metres even as the crow flies. Another section of that State policy, without any catchment test, still allows dual occupancies and semi-detached homes on R2 low density land through a development application (DA). So adding a second dwelling could work, but council assesses it rather than a certifier under fast-track rules. Look up any heritage overlay on your lot as well.
