Backyards, garages and granny flats in Cabramatta West
A suburb of houses
In 1991 this area was split from Cabramatta and named in its own right (Dictionary of Sydney). The year relates to boundaries, not when homes were built. The 2021 Census found 2,272 private dwellings here, home to 7,822 people. Detached houses made up 85.6% of occupied homes. Semis and townhouses were 11.2%, and flats only 2.9%. Apartment-heavy Cabramatta to the east looks very different.
Fairfield's controls
Fairfield City Wide Development Control Plan 2024 sets the local rules. Appendix G names two small shopping areas in the suburb. One is on John Street. The other is Cooks Hill, which some call the Lord Street shops. Chapter 8 deals only with commercial work. A home near a shop strip still follows the residential chapters.
Storage or a second home?
The DCP treats a detached outbuilding, like a garage or shed, separately from a secondary dwelling in Chapter 5B. Adding a sink and a bed does not turn a garage into a legal granny flat. The use must be approved.

What owners build here
Typical Class 1 and 10 work in Cabramatta West:
- Rear extensions and second storeys. Get the existing structure checked before adding a floor.
- Granny flats. Draw the house, the new flat, parking and yard on one plan. Both households need usable outdoor space.
- Garage conversions. Decide early whether the result is a room, storage or a separate home. Floor levels, ceiling height and services must suit the use.
- Replacement garages and carports. Watch setbacks and the driveway line.
- Pools and patios. Plan them alongside any future addition so one does not block the other.
Townhouse owners should also check strata consent and shared walls. Any work beside a party wall must keep the fire separation between homes intact. For any project, gather the original approval for the house and later additions, because missing approvals often hold jobs up.
How approval usually works
Simple sheds and patios may be exempt within set limits. A CDC, a fast approval a certifier issues when state codes are met, often suits a standard house lot. When the design falls outside those codes, you lodge a DA with Fairfield City Council and then obtain a construction certificate before work begins. A CDC may be off the table because of flooding, a narrow lot or a garage conversion with no approval history. Send a survey, photos and any old plans first. CertifiBuild will look at the whole site with you and set out a workable approval route.

See the council pageCan my Cabramatta West garage become a granny flat?
Sometimes, but only with an approval for that use. Fairfield’s planning rules treat garages and sheds as one use and granny flats as quite another. Adding a bed and a sink will not make a Cabramatta West garage a legal home. The structure needs floor levels, ceiling height, natural light, ventilation and services fit for living in, and the lot must qualify under state rules or through a development application (DA). Dig out the original approval for the garage first, because missing paperwork often stalls conversions.
Does the Cooks Hill centre allow units above shops?
Cooks Hill, also called the Lord Street shops, being named as a local centre is not the deciding factor. Fairfield’s commercial chapter covers shop and office work only, so any housing over a shop would need its own land use check under the local environmental plan (LEP) plus the residential controls. Shop-top housing also falls outside Class 1 and Class 10, so a certifier with the right registration would be needed. For a home close to the John Street or Cooks Hill shops the residential chapters remain the ones that count.
Will a rear extension stop me adding a pool later in Cabramatta West?
It could, because one backyard has to cover a lot of needs. In Cabramatta West the yard behind the house usually provides private open space, landscaping, drainage paths and access, and an extension takes a share of all of these. A pool and its safety barrier need clear room too. Sketch the pool position at concept stage, even if you plan to build it years later, so the extension is shaped to leave space for both. Mark where patios and any future granny flat would go on the same plan.
