Clovelly, where the semi is the typical home
From Little Coogee to Clovelly
Locals once called this place Little Coogee, and sometimes Poverty Point. A progress association held a naming contest, and Clovelly, borrowed from a fishing village in Devon, beat Eastbourne. Surf lifesaving here goes back to 1907. Subdivision took off in 1909 and the tram line opened in 1913.
More attached than detached
Semis and terraces outnumber freestanding houses, and flats are the biggest group of all. Residential zoning covers most of the land, split between low and medium density, plus a small cluster of shops near Burnie Street. Clovelly contains no conservation area and nothing on the State Heritage Register, so it escapes the heritage limits that shape Coogee.
A lower density figure
On medium density land, Clovelly's floor space ratio (floor area compared with lot size) is 0.75:1. Next door, the same zone in Coogee or Maroubra is mapped higher, at 0.9:1. The gap is genuine, so a feasibility borrowed from next door will overstate what you can build. Clovelly lies fully inside Randwick City Council. A few references claim a slice is in Waverley, yet the official boundary data shows otherwise.

Common projects and how they get approved
What owners build here
Because attached homes are so common, much of our Clovelly work involves a party wall. Typical jobs include:
- Rear additions and work on semis or terraces, where fire and acoustic separation between the two homes must be detailed.
- Extensions and upper floors on the suburb's detached houses.
- Decks and outdoor living areas, checked against the lot's coastal position before design.
- Pools where the yard allows, with fencing and setbacks planned early.
Flat buildings fall under Class 2, so they go to a certifier who holds registration for that class.
How approval usually works
Start by settling your dwelling type. A party wall, any common property and the need for owners corporation consent all change which code applies and whether a CDC (fast-track approval under state rules) is possible. Sort that out before design, not after. Next, check coastal mapping. Foreshore land, and land flagged for coastal hazard by a planning instrument, a DCP or a council policy, is shut out of the housing codes. Because a council policy can trigger it, the rule can bite even where no state coastal map exists. Where the flag covers just a portion of the site, the remainder may still go fast-track. If not, a development application (DA) goes to council. CertifiBuild works through the attached-home details with your designer and replies quickly when questions come up on site.

Local questions
Questions we hear about this suburb.
No two lots in Clovelly are the same. Give us your address and we will check every map that affects it.
See the council pageWhat floor space ratio do Clovelly’s medium density lots get?
Clovelly’s mapped figure for medium density land is 0.75:1, meaning floor area can reach three quarters of the lot size. Next door in Coogee and Maroubra, the same zone is mapped at 0.9:1. That gap is genuine, so a feasibility study borrowed from a neighbouring suburb will overstate what your Clovelly lot can hold. On a typical site the difference adds up to a noticeable amount of floor space. Look up the floor space map for your address, then size the extension or rebuild from that number.
Does any of Clovelly fall in Waverley Council?
No. Every part of Clovelly is in Randwick City. Waverley lies just to the north. A handful of sources say a sliver crosses over, but the official boundary data says otherwise. So Randwick’s local environmental plan (LEP) and development control plan (DCP) apply to every Clovelly property. If an online source tells you otherwise, your planning certificate settles it, because it names your council and the rules over your block. Trust that document over any website.
Will my Clovelly semi need a different approval?
Yes, in several ways. In Clovelly, semis and terraces outnumber freestanding houses, so this is the norm rather than the exception. A semi has a party wall, and any extension must detail fire and acoustic separation between the two homes. Which code applies, and whether common property or owners corporation consent comes into play, also work differently from a freestanding home. These points decide whether a complying development certificate (CDC) is possible. Coastal mapping can also shut out the fast track, so check that too.
