Colebee: Stonecutters Ridge and its golf course edge

An estate with its own chapter

Stonecutters Ridge has its own part of Blacktown’s Development Control Plan (DCP, council’s detailed design rules), Part L. It describes an estate laid out around a golf course and five residential villages, each with a different link to parks, the clubhouse and creek corridors. It applies only inside its mapped boundary, so confirm where your lot sits.

Nearly all detached homes

Almost every home in the 2021 Census was a separate house. That tells you the type of housing, not the lot size or whether the planned mix was built evenly, so the approved subdivision and your survey are what count.

Golf course and open space edges

Lots facing the golf course or public open space are not conventional backyards. Part L has controls on fencing, privacy and visible boundaries, and it discusses sun access in relation to lot orientation.

Common projects and how they get approved

What owners build here

Colebee’s homes are mostly detached, so owners add to them. Typical jobs we certify include:

  • Pools and barriers, with fencing suited to a golf course or park edge.
  • Covered terraces and alfresco roofs.
  • Upper-level changes and new windows, checked for privacy and sun.
  • Garages and fences.

How approval usually works

Place the lot inside or outside the Stonecutters Ridge boundary first. Within it, Part L prevails over conflicting parts of the DCP to the extent it states, and matters it does not cover go back to other chapters. Developer design guidelines and title covenants often apply as well, but meeting them does not make a job eligible for a complying development certificate (CDC, the fast-track route under state rules), which depends on state criteria. Where council consent is needed, the approved design and construction certificate should be lined up before building starts. CertifiBuild reads the subdivision approval, survey and covenants with you early.

Does every Colebee property come under Stonecutters Ridge Part L?

Do not assume so from the suburb name. Part L applies to the land inside its own mapped boundary, and other parts of Colebee can fall under different parts of Blacktown’s DCP. Locate the lot on the map and check which chapters apply.

Does a golf course boundary change what I can build?

It can. Part L covers fencing, privacy and the treatment of visible boundaries where lots meet the golf course or open space. A pool fence, roof or upstairs window should be assessed with its real outlook, not treated as an ordinary rear fence.

Does the developer’s approval replace a council certificate?

No. Developer design guidelines and title covenants are separate obligations. Meeting them does not decide whether you qualify for a complying development certificate, and it is not the same as council consent. Check both sets of rules before the plans are finished.
