Private building certifier in Coogee
CertifiBuild certifies house alterations, pools, decks and outbuildings in Coogee. The first hurdle is often heritage: Coogee has four conservation areas, and they narrow the fast-track options a lot.

Coogee's conservation areas and coastal edge
An early beach village
The name is thought to come from an Aboriginal word, written koojah, describing the smell of seaweed rotting on the sand. In 1835 Wentworth bought 30 acres in the gully at Great Coogee. Gazettal followed in 1838, yet just fourteen houses existed by 1858. Steam trams reached the beach in 1883, and the line went electric in 1902.
Four heritage areas
Of the beach suburbs on this stretch, only Coogee has conservation areas. There are four. Edgecumbe Estate was added in 2020, joining Dudley Street, St Mark's and Moira Crescent. Wylie's Baths and the McIver Women's Baths are both State Heritage Register items. Flats make up most homes, leaving a modest number of houses and semis.
No housing catchment here
Coogee has no nominated station, and no town centre, within an 800 metre walk, so the state's newer mid-rise housing areas do not reach it. Council can still, however, assess duplexes and semi-detached homes proposed on land zoned low density residential. Standards for those come from the local plan.

What owners build here
Because flats are so common, our Coogee jobs centre on whatever houses and attached dwellings remain. Common jobs include:
- Renovating and extending houses at the rear within the four heritage areas, where design calls for extra care.
- Swimming pools and detached outbuildings, which can still use the fast-track route in a conservation area.
- Decks, pergolas and outdoor areas on detached lots near the coast.
- Dual occupancies on low density land, which council assesses under its own plan.
Apartment unit work affects a Class 2 block's shared common property and its fire separation, so the certifier must hold Class 2 registration.
How approval usually works
Within a Coogee conservation area, CDCs (quick approvals under state rules) are limited by the Housing Code to a short list, including pools, detached outbuildings and some other detached work. A detached studio misses out. The state's alterations code for houses still helps a little, but only at ground level, not the roof, away from walls that face the main street, and with no extra height. The coast is a separate trap. Foreshore land and land flagged for coastal hazard, even by council policy alone, is shut out of the codes. Where the flag covers just a portion of the site, the remainder may still qualify. Everything else needs a development application (DA). CertifiBuild reviews your property against the heritage and coastal maps before you pay for drawings.

Local questions
Questions we hear about this suburb.
No two lots in Coogee are the same. Give us your address and we will check every map that affects it.
See the council pageIs a CDC open for a pool at my heritage area Coogee home?
Yes, a pool can still go the fast-track way. Inside Coogee’s four conservation areas, the state Housing Code keeps a short list that includes pools, detached outbuildings and some other detached work, though a detached studio misses out. The lot also has to be clear of foreshore land and coastal hazard flags, and those flags may come from council’s own policy, with no state map involved. If the flag covers only part of your block, the rest may still qualify. Check both the heritage and coastal maps before ordering pool drawings.
Will being close to the beach block fast-track approval in Coogee?
It can. Foreshore land, and land flagged for coastal hazard, is shut out of the fast-track codes. In Coogee a flag in a council policy is enough, which means a block can be caught even where no state coastal map marks it. Where just part of the site is flagged, the unaffected portion may still be eligible. Otherwise, lodge a development application (DA) with Randwick City Council. Ask for a planning certificate early so the coastal position is known before any drawings are paid for.
Do the state’s mid-rise housing reforms apply in Coogee?
Not through a walking catchment. Coogee has no nominated station or mapped town centre within 800 metres on foot, so the newer state mid-rise housing areas stop short of it. A second dwelling is still possible, though. On land zoned low density residential, you can still apply to Randwick City Council for a duplex or semi-detached pair, with the standards drawn from council’s local plan. Heritage or coastal mapping may still shape the design. Check your zone first, then the two overlays.
