Renovating close to the harbour in Fairlight

An estate turned suburb

Fairlight is named after a large house, and its grounds were gradually subdivided into lots. Council's history notes the mansion came down in 1939 and flats were built in its place. As a result there is no one building era, and that past by itself reveals nothing about a building's heritage status.

Three kinds of homes

The 2021 Census recorded 2,705 private dwellings and 6,141 residents. Of the occupied homes, 50.8% were flats and apartments, 22.4% townhouses, terraces and semis, and 26.4% freestanding houses. Knowing whether a wall or balcony is part of a house, an attached home or a strata building comes first.

Harbour edge and scenic mapping

The Spit Bridge to Manly walk and a tidal pool run along the southern edge. On foreshore land within the scenic protection area, the Manly Development Control Plan considers a building's appearance from the harbour and from public places, not only the outlook from within. It also cares about tree canopy, rooflines and materials.

What owners build here

Typical Class 1 and 10 jobs on houses and attached dwellings include:

  • Large renovations. Under the Manly DCP, if over half of the building is demolished, the whole job is assessed as new work. Council measures this using the outer walls, the roof plan and the bottom living floor. Prepare a demolition schedule early. Saving a few old walls does not allow the new work to keep the old house's non-compliant form.
  • New or bigger balconies. Neighbouring windows sit close. Offset windows, fixed screens or recessed balconies can protect privacy without losing the outlook.
  • Upper level additions. Check them against the scenic setting and how they appear from the harbour.
  • Decks and pools. Only where the site allows. Pools on sloping harbour lots often need retaining and engineering.

Apartment buildings are Class 2, which means unit work belongs with a Class 2 registered certifier.

How approval usually works

Certain house additions can be approved by CDC, a quick approval a certifier grants once strict state standards are satisfied. If scenic mapping, heritage or the demolition threshold intervenes, the job becomes a development application to Northern Beaches Council. A construction certificate then follows before building.

For an attached home in a strata scheme, get owners corporation consent for any work on shared walls, roofs or services. Send survey plans, existing drawings and photos of nearby windows first. CertifiBuild will run the demolition check, confirm the pathway and support the job to completion.

How much demolition can a Fairlight renovation involve before it changes category?

Once demolition takes out over half of the existing building, then the Manly development control plan (DCP) treats the whole job as new work. Council works it out from the external walls, the roof footprint and the lowest living level. Crossing that line means the retained parts lose the benefit of any older, non-compliant form. Fairlight has a mix of old and newer homes, so the figure can surprise owners. Prepare a demolition schedule early and run the calculation before the design gets too far.

Will a new balcony in Fairlight need privacy screens?

Often, because Fairlight homes sit close together. The Manly development control plan (DCP) suggests offset windows, fixed screens or recessed balconies to limit overlooking while keeping light, air and views. Draw the windows, decks and yards next door accurately, then settle the balcony’s size, position and screening as one design. A screen bolted on late can spoil both the outlook and the facade. If you own an attached home in a strata scheme, owners corporation consent may also be needed.

Does the old estate make my Fairlight home heritage listed?

Not because of the estate history. Fairlight is named after a large house whose grounds were subdivided over time, and the mansion itself came down in 1939 to make way for flats. That story explains how the suburb grew, yet it says nothing about whether one particular building is listed. Listing is shown on the current heritage maps for your lot. A planning certificate will confirm the position, so order one before any renovation or demolition is planned.
