What shapes building work in Five Dock

Houses, semis and apartments

In 2021 the Census put Five Dock's population at 9,823, living across 4,252 private dwellings. Among occupied homes, freestanding houses were 45.3%, apartments 36.8% and semis or terraces 15.1%. A party wall is often where a house project starts.

The town centre reaches past its shops

Council's development control plan (DCP) has a chapter for the Great North Road centre. It notes Edwardian and interwar shops beside newer buildings, with the library housed inside a mixed-use block. The chapter wants a steady street wall and a gentle step down to nearby homes. Its location plan also takes in some residential land on the edges. So a house zoned residential may still need to answer town centre design rules.

Two Kings Bay frameworks

Near Kings Bay, one DCP chapter covers the former Hycraft site. Another covers the renewal precinct at Kings Bay, tied to the state's long term plan for the Parramatta Road corridor. They sound alike but cover different land, so a rule from one does not transfer to a lot in the other. Check the location plan for your address before design work begins. Zoning for every lot comes from the Canada Bay Local Environmental Plan 2013.

What owners build here

Class 1 and 10 work we often see in Five Dock:

  • Rear additions to houses. Near the centre, check if the chapter for the town centre reaches your lot before you design.
  • Semi and terrace extensions. Start with the party wall, footings and fire separation, since these affect your neighbour as well as you.
  • Decks, garages and carports. Next to commercial frontages, draw the adjoining buildings on the plans, not just your own.
  • Kings Bay house changes. First collect the original consent along with the precinct plan that actually applies.

Shopfronts, upper floor offices and apartment work are other building classes. They need a certifier whose registration extends to them.

How approval usually works

Certain minor works are exempt, needing no approval when they meet every standard. Bigger jobs take one of two routes. A CDC is a quick approval a certifier grants once a State code is fully satisfied. If not, you lodge a development application (DA) with council and later obtain a construction certificate. A heritage item, flood mapping or a site-specific precinct may steer the job to a DA. Please send your survey, existing plans and any past approvals first. With those in hand, CertifiBuild can map the controls on your lot and talk you through each step to completion.

My Five Dock lot is zoned residential. Can the town centre rules still apply?

Yes, they can. The location plan for Five Dock’s town centre chapter in the Canada Bay development control plan (DCP) takes in some residential land around Great North Road, not just the shops. That chapter wants a steady street wall and a gentle step down to nearby homes, so a house on the fringe may have to address it too. Check your address against that plan and against the Canada Bay Local Environmental Plan 2013 zoning, instead of leaning on the general house controls alone, before your designer starts.

Is the former Hycraft site covered by the Kings Bay renewal chapter?

No. Two separate chapters of the Canada Bay development control plan (DCP) apply near Kings Bay. One deals with the old Hycraft land, and another deals with the wider renewal area at Kings Bay, which is linked to the state’s long term plan for the Parramatta Road corridor. The names sound alike but the land and rules differ, so a setback or height from one does not carry across. Check which location plan your Five Dock lot falls within, and read it alongside any consent already granted for the property.

Can I copy what a new building next door was allowed to do?

Not safely. A new building next door may fall under other controls, such as the town centre edge or one of the Kings Bay chapters, or it may hold an approval with its own site conditions. Treat it as background only. Confirm the zoning, mapped precinct and physical constraints on your own Five Dock lot, along with any heritage or flood mapping, before choosing a design. Those checks also show whether a complying development certificate (CDC) or a development application (DA) suits the work.
