Local rules

Fletcher: a western suburb where hazard maps matter

On the western edge

Fletcher sits on the western edge of the City of Newcastle area, next to Minmi, Maryland, Black Hill and Wallsend. It has a small local centre and grew mainly through newer residential estates, so most homes are not old. The 2021 Census counted about 8,000 residents.

Newcastle’s rules

Newcastle Local Environmental Plan 2012 and the Newcastle Development Control Plan 2023 (DCP, council’s detailed design rules) apply. Separate DCP chapters deal with flood management, bushfire protection and mine subsidence, and each one only applies where the mapping reaches your lot.

Next door to a release area

The Minmi East precinct sits nearby, with its own lot types and design rules. Check which side of that boundary you are on before borrowing a setback from a neighbouring estate.

What owners build here

Fletcher’s newer homes lead to a steady run of improvements. Typical jobs we certify include:

  • New houses on remaining lots.
  • Pools and barriers.
  • Sheds, garages and carports.
  • Alfresco roofs and patios.
  • Extensions and second-storey additions.

How approval usually works

Start with the hazard chapters. Flood-prone land can limit floor levels and complying development, bushfire mapping sets the construction standard and may need an asset protection zone, and land in a mine subsidence area needs the subsidence rules followed. Estate covenants and title restrictions are separate private rules, not statutory approvals. A complying development certificate (CDC, the fast-track route under state rules) is only available where every state criterion is met, so a design copied from a neighbour may not qualify. CertifiBuild checks all three hazard maps and the title before drawings are commissioned.

Local questions

Questions we hear about this suburb.

No two lots in Fletcher are the same. Give us your address and we will check every map that affects it.

See the council page

Is my Fletcher home flood affected?

Only your lot’s flood information can say. Council’s flood chapter applies to flood prone land, and it can affect floor levels and the approval route. A planning certificate shows any flood notes, and you should check it before fixing slab heights.

Does Fletcher have mine subsidence rules?

Parts of the Newcastle area do, and the DCP has a chapter that applies within mine subsidence areas. Whether your lot is affected is a lot-by-lot question, so check the state mapping and your planning certificate before you design a pool or extension.

Can I copy the setbacks from a neighbour’s extension?

Not safely. Neighbouring estates can follow different chapters or lot types, and a neighbour’s job may have gone through a different approval route. Find which controls cover your own lot first.
