Cumberland City Council

Private building certifier in Girraween

Many Girraween house blocks now hold two homes, so shared walls and title type are often the first hurdle. We certify duplexes, rebuilds, granny flats, patios and carports across the suburb.

Girraween: a 1910 estate of duplexes and villas

Where the name came from

Girraween began as land carved out of Wentworthville. In 1910 the firm Arthur Rickard and Co sold it as the Toongabbie Estate, then renamed it the Girraween Estate. The suburb name became official in 1918, the year its post office opened. Two cottages survive from those early days and are listed as local heritage items in the Cumberland LEP 2021. Urana probably dates from before 1916, while Targo Mahal was built around 1923.

More attached homes than houses

Girraween now has slightly more semis, terraces and townhouses than separate houses, with few flats. Three-bedroom homes are the most common size. Decades of duplex and villa projects mean your home may share a wall, sit in a strata scheme or form half of a Torrens title duplex. That changes who controls the land around you.

Zoning and lot sizes

The bulk of Girraween is R2 Low Density Residential. There are also R3 and R4 pockets, a local shopping centre and industrial land along one edge. Minimum lot sizes vary, and the R2 areas generally show 450 square metres on the map.

What owners build here

Girraween's mix gives us two main streams of Class 1 and 10 work:

  • Duplexes and new homes replacing older cottages on the remaining large blocks.
  • Rear extensions and granny flats on blocks still holding one house.
  • Patios, pergolas and carports on villas and duplexes, often limited by small yards.
  • Internal alterations near party walls, where fire and sound rules apply.

Large rural-style sheds rarely fit these suburban lots. Heritage work is limited to a handful of listed cottages, and apartment buildings are Class 2 and outside our scope. Small private yards mean every pergola or carport needs careful siting.

How approval usually works

In Girraween's R2 zone, council can approve a duplex through a DA, but your block's width and area decide whether it qualifies. A Cumberland planning report from 2023 says the DCP asks for at least 18 metres of street frontage when the two homes are detached. Smaller jobs such as patios or granny flats may suit a CDC (fast-track approval under state codes) if the lot meets the code. Otherwise lodge a DA, then get a construction certificate. Before lodging, confirm your title, easements and whether setbacks are measured to your own lot or to the full scheme. Work beside a party wall needs early checks on fire separation and sound set by the national building code. CertifiBuild knows how duplexes and villas work on Girraween lots, and reviews title and wall details before full plans are paid for.

Is my Girraween block big enough for a duplex?

Possibly. Dual occupancies can be approved by Cumberland Council on R2 land through a development application (DA), but your block’s width, area and other local controls decide whether it qualifies. A Cumberland planning report from 2023 notes that two detached homes need at least 18 metres of street frontage. On Girraween’s R2 land the lot size map generally shows 450 square metres, though figures vary. Check your survey and planning certificate first, before paying for any duplex design.

Will my strata scheme need to approve a new villa patio?

Usually, where the patio reaches into common property or changes how the building looks. That consent sits apart from a complying development certificate (CDC) or construction certificate, so you may need both. Girraween has many villas and duplexes, and small yards mean patios need careful placement. If your home is half of a Torrens title duplex, there is no strata step, but you must still respect boundaries and easements. Confirm how your home is titled, and any easements, before ordering a patio kit.

Is there still room for a granny flat on my Girraween lot?

It depends. Your block generally needs to hold a single house and meet the minimum area and width for a secondary dwelling. Decades of duplex and villa projects mean many Girraween lots have already been split or redeveloped, and those usually cannot take one. Where the block qualifies, a complying development certificate (CDC) may suit. Otherwise a development application (DA) goes to Cumberland Council. Confirm eligibility from your survey and title before you pay for granny flat plans.
