Canterbury-Bankstown and Strathfield councils
Private building certifier in Greenacre
Greenacre spans two councils and has plenty of duplexes and semis. Certification here starts with working out the council for your address and how your home is legally arranged, before any design decisions are locked in.

Greenacre across two council areas
Two councils, two plans
Most of Greenacre sits in Canterbury-Bankstown Council, where the Canterbury-Bankstown Local Environmental Plan 2023 and the council's 2023 DCP apply. A smaller part falls in Strathfield Council and is governed by the Strathfield Local Environmental Plan 2012 and that council's own development controls. Your street address settles which plan governs, so the lot gets checked before any rule is read.
Homes in the suburb
At the 2021 Census, 26,314 residents were counted across 8,163 private dwellings, taking the Greenacre locality as a whole. Of occupied homes, 63.1% were detached houses and 7.0% were flats. Terraces, semis and townhouses accounted for 29.3%. These figures cover both council areas together, so they are a broad guide only.
Special precincts
Within Canterbury-Bankstown, the centre rules focus on Waterloo Road as the main street. They tie active shopfronts to Community Place and the homes around it. Chullora Marketplace, despite its name, sits in Greenacre and has its own chapter with a planned civic plaza, a pedestrian high street and internal links. A Roberts Road employment site has another. None of those envelopes covers a normal residential block, so their heights are no guide for your project.

What owners build here
Close to one in three homes here is attached, so shared structures come up often.
- Duplex and semi renovations. Read the first consent and the title to learn what one side may change alone.
- Upper levels and extensions at the back. Survey the boundaries and neighbouring windows first.
- New homes. Confirm zoning and lot dimensions before the design is drawn.
- Pools, garages and granny flats. Measure access, landscaping and whatever room the main house leaves.
A shared driveway or wall can make a project quite different from a freestanding example down the street. Shops with homes above, and other mixed-use buildings on Waterloo Road, sit outside Class 1 and 10. Those jobs need a certifier holding a different registration.
How approval usually works
Some sheds, decks and fences are exempt. Many house projects that meet the state codes suit a CDC, which a certifier can grant as a fast-track approval. A DA plus construction certificate is needed where the land is constrained or a standard cannot be met. For a duplex, gather the earlier consent and title first, followed by a survey and concept plans. On the Strathfield side, the same state codes apply, but the local controls differ. CertifiBuild can confirm the pathway for whichever council your lot falls under.

See the council pageIs my Greenacre home in Strathfield or Canterbury-Bankstown?
Check your rates notice or look the lot up on the NSW Planning Portal. Most of Greenacre is in Canterbury-Bankstown, governed by its 2023 local environmental plan (LEP) and development control plan (DCP). A smaller part falls in Strathfield Council, which uses the Strathfield LEP 2012 and its own controls. The state codes do not change across the line, but local rules such as setbacks and heights can differ. Settle the council before anyone starts designing, since it decides which documents your plans are tested against.
Can I renovate just my half of a Greenacre duplex?
Often yes, depending on what the original consent allowed and what is recorded on the title. Close to one in three Greenacre homes is attached, so this question is common. Before planning, identify shared walls, access, any fire separation between the two homes and how the roof drains. Strata or neighbour consent may also be needed before work starts. Collect the earlier consent and the title documents, then a survey and concept plans, so the right pathway, complying development certificate (CDC) or development application (DA), can be confirmed.
Does the Chullora Marketplace chapter affect houses nearby?
No. Despite its name, Chullora Marketplace sits in Greenacre, and the Canterbury-Bankstown development control plan (DCP) chapter written for it covers just that defined site, with its planned civic plaza, pedestrian high street and internal links. Houses nearby fall under the residential rules for their own block. The same applies to the Roberts Road employment site and the Waterloo Road centre controls. For a home addition, begin with the local environmental plan (LEP) height and zoning maps for your lot, not the envelope of any key site.
