Camden Council

Private building certifier in Gregory Hills

All of Gregory Hills lies within the Turner Road growth precinct. We assess your house, pool or shed against those precinct rules, not Camden’s general plan, from the first conversation.

Turner Road Controls Across Gregory Hills

A young, family suburb

The suburb got its name in August 2008 and has grown quickly since, and now has a business park and town centre beside the housing. Stages are still being released. At the 2021 Census, 9,142 people lived in 2,978 private dwellings. Most were detached houses, and 78.5% had four bedrooms or more.

One planning system throughout

Every lot here falls in the Turner Road growth precinct, rezoned in 2007. The key instrument is a 2021 state precincts policy for the Western Parkland City, with a Turner Road DCP sitting under it. Neither Camden LEP 2010 nor Camden DCP 2019 applies. That is simpler than nearby suburbs, which are often split.

The Upper Canal and flooding

The Upper Canal passes through Gregory Hills. This historic channel still carries water to Sydney within the Upper Nepean Scheme. It is listed as a State heritage item, and it is also a WaterNSW corridor with an easement. The suburb drains to Upper South Creek, and council publishes flood maps for this precinct.

Typical work

Common projects and how they get approved

What owners build here

Most Class 1 and 10 work here is either new homes or extras on finished ones.

  • New houses on release lots, often approved by CDC if the design fits.
  • Pools and barriers. Before anyone swims, the barrier must comply, and registration of the pool is required.
  • Alfrescos and patio roofs. Site coverage on a full lot is the usual limit.
  • Sheds, garages and granny flats. Lot size and width set what fits.

Shops and business park buildings are not Class 1 or 10. Those need a differently registered certifier.

How approval usually works

Some small works are exempt. Many others suit a CDC, a fast approval issued by a certifier when state code standards are met. If your lot is constrained or the design does not comply, a DA to Camden Council and then a CC is the route.

Watch three things. Use the Turner Road DCP, because Camden's own DCP gives the wrong numbers here. If the Upper Canal adjoins your land, WaterNSW may need to agree to the work as a separate step. On creek land, the DCP keeps a vegetated corridor and allows only single detached houses. Those lots need 1,000 m2 or more and a 20 metre frontage. Any estate covenants are private and sit outside the approval. Send your survey and planning certificate first. CertifiBuild can apply the right precinct rules from the start and keep things moving.

Why do Camden DCP setbacks not match my Gregory Hills plans?

Because Camden DCP 2019 is not the rulebook for Gregory Hills. The whole suburb falls within the Turner Road growth precinct, so its standards come from a 2021 state precincts policy for the Western Parkland City, with a Turner Road DCP sitting underneath. Camden LEP 2010 does not apply either. Take your setback, site cover and landscaping figures from the precinct document instead. Ask your designer to name that document on the plans, and send us your survey and planning certificate so the correct figures are used from day one.

Does the Upper Canal behind my Gregory Hills home affect a pool?

It may, if your lot backs onto the canal corridor. The Upper Canal still carries water to Sydney within the Upper Nepean Scheme, is a State heritage item, and runs through a WaterNSW corridor with an easement. A pool close to it could need WaterNSW to agree, as a step separate from your planning approval. Find the easement on your survey and title, check the planning certificate for heritage notes, and fix the pool position before the shell is ordered. The barrier must comply, and the pool be registered, before anyone swims.

Can a private certifier approve a shop fit-out in Gregory Hills town centre?

Yes, but only a certifier whose registration covers commercial buildings, which CertifiBuild does not hold. Shops in the town centre and premises in the business park are not Class 1 or Class 10, so a differently registered certifier has to take them on. In Gregory Hills we certify homes plus the domestic extras that go with them: pools and their safety barriers, patio roofs, alfrescos, sheds, garages and granny flats. If you have a shop fit-out and a home project at once, engage a suitably registered certifier for the shop and talk to us about the house.
