Private building certifier in Ingleburn
Ingleburn mixes post-war houses with plenty of townhouses and semis. As your certifier, we start with the type of home you own, because that decides which rules and approvals follow.

Ingleburn homes and the rules behind them
A suburb with many attached homes
The 2021 Census counted 15,264 residents in Ingleburn and 5,647 private dwellings. Detached houses made up 66.7% of the occupied ones. Townhouses, semis and terraces accounted for 29.2%, close to one in three. That share is far higher than in the estates nearby. Flats were only 4.0%. The detached houses were built across several post-war decades, so their age and construction vary.
Planning instruments
Zoning comes from Campbelltown Local Environmental Plan 2015. Campbelltown's Sustainable City DCP (council's detailed design rules) sits on top. Part 17, in Volume 2 of that plan, deals only with the Ingleburn town centre. It covers high-density housing and mixed-use development within a mapped precinct.
Do not borrow the town centre numbers
The town centre part requires a site of at least 1,800 square metres, with a width of 30 metres or more. Those figures apply to residential flat buildings inside the mapped precinct. Sites there may need to be joined together to reach them, and the plan also deals with isolated lots left behind. None of this sets how small an ordinary house block in the suburb can be.
Typical work
Common projects and how they get approved
What owners build here
Because the housing is so mixed, the work varies too:
- Townhouse and semi upgrades. Courtyard changes, patio roofs and internal changes. Party walls or common property widen the scope.
- Extensions to older houses. Check the footings and frame before planning a second storey.
- Granny flats, garages and pools. Usually on detached lots with enough width and area. Under strata or community title, the title arrangement usually decides. Each pool must also have a compliant safety barrier.
How approval usually works
Some minor work, such as a small garden shed, is exempt. A CDC, a quick approval a certifier issues when set standards are met, suits many detached jobs. Other work needs council's DA consent, with a construction certificate after it. Describe any structural change, new opening in an outside wall or work on common property exactly before choosing which approval to seek. On attached homes, fire separation, party walls or common property can change the code that applies. Where the lot is in strata or a community scheme, the owners corporation may need to consent before lodging. Some land across Campbelltown also sits in a mine subsidence district. Inside it, Subsidence Advisory NSW approves building work on top of consent, and its edge ignores suburb lines, so each lot is checked. Send your title search and plans first. CertifiBuild then sorts out the title questions with you early.

See the council pageAre approvals for my Ingleburn townhouse the same as for a house?
No. Townhouses bring extra issues that freestanding homes avoid. Yours may share a party wall, adjoin common property or sit within strata or community title. Each of those can change the state code that applies, the fire separation required and whose consent is needed, since the owners corporation may have to agree before lodging. With almost one in three Ingleburn homes attached, this comes up often. Send your title search and plans, and describe any structural or outside wall change precisely.
Could the town centre site size rule stop me building on my block?
Almost certainly not. Part 17 of Campbelltown’s Sustainable City DCP asks for sites of at least 1,800 m2 and 30 metres wide, but only for residential flat buildings inside the mapped Ingleburn town centre precinct. They are not a lot size rule for houses elsewhere in the suburb. Find out if the precinct map even covers your lot, then look at the Campbelltown Local Environmental Plan 2015 zoning and the house controls that really apply. It is also worth asking if a mine subsidence district applies.
Can my post-war Ingleburn house carry a second storey?
Sometimes, but the structure has to be proven first. Ingleburn’s detached houses went up across several post-war decades, and their footings and wall frames were usually sized for one level only. Have an engineer inspect the existing house before design starts, so the planning and structural answers agree. Then check the addition against the codes for a complying development certificate (CDC), or lodge a development application (DA) if it does not fit. Mine subsidence approval may also apply on some Campbelltown lots.
