A suburb with a new boundary

Stream Hill was carved out

According to council, the new suburb of Stream Hill came into being on 5 May 2023. It took in land that used to be the south-west corner of Kembla Grange. The railway station and the racecourse stayed in Kembla Grange. Older documents may show the earlier boundary. Check your current title and suburb name.

Census figures use the old boundary

For the pre-2023 area, the 2021 Census counted 1,452 residents and 498 private dwellings. Detached houses were 81.1% of the occupied total, with semis or townhouses at 20.0%. The ABS adjusts small counts for privacy, so the two shares come out a touch above 100%. These numbers do not describe the suburb as it is today, so do not use them to judge the current housing mix.

Mixed land uses

The area holds housing land, industrial land and some of the West Dapto urban release land. Where the land falls in West Dapto, the relevant chapter of the Wollongong Development Control Plan 2009 and any neighbourhood plan council has adopted apply. Zoning comes from the Wollongong Local Environmental Plan 2009. Having a station close by does not fix any housing density. Beside industrial land, a house lot still has its own lawful use to confirm. Do not assume it is industrial too.

Typical work

Common projects and how they get approved

What owners build here

Class 1 and 10 projects we help with in Kembla Grange:

  • New homes on confirmed lots. Settle title, access, levels, services and the approved layout first.
  • Pools and alfresco roofs. Work from the first approved site plan and today's neighbourhood plan, not rules for the old wider suburb.
  • Additions to completed houses. The original approved layout shows what space is left.
  • Garages and domestic sheds. State the real use. A shed for storage is different from a workshop or a room to live in. Its building class under the National Construction Code follows that use.

Industrial fitouts and workshops are other building classes. They need a certifier who holds the matching registration.

How approval usually works

Minor structures meeting every standard can be exempt. Others need a CDC (a certifier's fast-track approval under a State code), or council consent through a development application (DA) and then a CC. When you order a planning certificate, use your current lot and suburb details. If searching for old approvals, try both suburb names. Send us your title, plans and any past consents. We can then confirm the right controls and support the project from early drawings through to the last inspection.

Do the 2021 Kembla Grange Census numbers include Stream Hill?

Yes. The 2021 Census used the old Kembla Grange boundary, and council says Stream Hill only came into being on 5 May 2023, absorbing what had been the south-west corner. So the count of 1,452 residents and 498 private dwellings includes land that now sits in another suburb, and it does not describe Kembla Grange today. When ordering a planning certificate for building work, use your current title and suburb name. For older approvals, search under both suburb names, since earlier documents may show the previous boundary.

Is the Kembla Grange racecourse now part of Stream Hill?

No. According to Wollongong City Council, the racecourse and the railway station both stayed in Kembla Grange after the 2023 boundary change. That helps when hunting for old records, yet it has no bearing on what you can build nearby. Your lot’s own zoning under the Wollongong Local Environmental Plan 2009, plus the West Dapto chapter and whichever neighbourhood plan council has adopted for your area, set the rules. A station close by does not fix any housing density, so check the controls for your title.

Can I turn my Kembla Grange shed into a place to live?

Only with a proper change of use approval, never just by fitting it out. A storage shed, a workshop and a room to live in fall under different building classes in the National Construction Code, so every part, from structure and services to access and fire protection, needs assessing for the new use. Growth across Kembla Grange does not make an existing shed suitable as a home. Write down exactly how the space will be used, check your zoning, and speak with a certifier before spending money on the conversion.
