Private building certifier in Kiama Heights
Changing ground levels are the first thing most Kiama Heights owners run into. They affect how a new floor or deck looks to neighbours. CertifiBuild certifies upper additions, decks, garages, pools and rebuilds.

Building beside the Kiama Coast Walk
Where houses meet the coast walk
Kiama Heights is a residential pocket south of Kiama, a short walk from Easts Beach. Loves Bay marks the point where houses give way to coastal pasture and the walk heads south toward Werri Beach. The path dips and climbs beside farmland. That shows the landform varies. It cannot tell you the slope or hazard rating of any particular lot. Almost all dwellings here are detached houses.
Levels drive the design
A lower garage or tall deck can change digging, retaining and building height at various points around the house. One roofline can read very differently to the neighbour above, the neighbour below and walkers on the coastal path. A measured survey linking driveway, floors, backyard and new work is the place to start. Kiama's DCP (council's detailed design rules) has controls on building form and neighbour amenity, plus a separate chapter on earthworks and retaining walls.
Not the release area
The DCP maps the urban release area at South Kiama as its own precinct. Do not assume an established Kiama Heights house sits inside it.
Typical work
Common projects and how they get approved
What owners build here
Because detached houses dominate, Kiama Heights work focuses on reshaping existing homes. Unit refurbishments are rare. Common jobs include:
- Upper additions and reworked living levels to open up views to the ocean or Loves Bay.
- Replacement decks and outdoor rooms, with footings and connections designed properly for the site.
- Lower garages that free up space inside, planned with excavation, drainage and structural support in mind.
- Alfresco roofs, pools and terraces as backyards are reorganised around outdoor living.
- Knockdown rebuilds, and granny flats where the usable area truly allows.
How approval usually works
A CDC (fast-track approval under state rules) is assessed against state code standards. A DA (council approval) uses Kiama's DCP controls on height, bulk and neighbour amenity together with its earthworks and retaining rules. Either way, draw every side of the house, high and low, and show any raised terrace or space under the floor. Work out the lower structure before choosing an upper floor plan. When a new deck attaches to an older home, record the connection, footings and any retaining, instead of leaning on the old deck's footprint. Choose wind and durability specifications for your actual position near the coast. CertifiBuild arranges critical stage inspections with your builder before footings and connections are covered, so there are no surprises at the end.

Local questions
Questions we hear about this suburb.
No two lots in Kiama Heights are the same. Give us your address and we will check every map that affects it.
See the council pageIs an upper level realistic on a sloping Kiama Heights lot?
It can be, though the answer rests on the controls, the structure you already have and the design. Ask your surveyor to record current floor and ground heights all around the house, so the new storey can be judged from the neighbours above and below and from the coastal path. Under a development application (DA), Kiama’s DCP weighs height, bulk and neighbour amenity, along with its earthworks and retaining chapter. Work out the lower structure and any exposed undercroft before settling the upper floor plan, and have an engineer check what the house can carry.
Is my house part of the release land in South Kiama?
Not simply because of your address, so check the map. Kiama’s DCP maps the release area at South Kiama as its own precinct, and an established Kiama Heights house does not fall inside it by default. Compare your lot with the current precinct boundary before relying on any release area rule or assumption about new services. If your house sits outside, it is judged on its own title, past approvals and the general DCP controls on building form, neighbour amenity and earthworks.
Can I dig out a garage under my house?
Possibly, though the existing footings, the depth of excavation and the driveway grade should all be weighed up together. On Kiama Heights’ sloping coastal ground, lowering the soil around a house can change how it is supported and where water drains. The dig will also be measured against the earthworks and retaining wall chapter of Kiama’s DCP. Get a measured survey plus an engineer’s advice before counting on the space, and plan for critical stage inspections before footings and retaining are covered.
