Ku-ring-gai Council

Private building certifier in Killara

Killara stretches from big garden lots in the east to apartments near the station. Houses only a short walk apart can follow very different approval routes, so we start with your exact address.

Gardens, heritage and a station precinct in Killara

Houses and apartments side by side

Killara counted 4,137 private dwellings and 10,620 residents at the 2021 Census. Detached houses made up about 54.7% of occupied homes, with apartments at 42.6%. Planning here starts from that almost equal mix. Ku-ring-gai Local Environmental Plan 2015 applies across the shire.

Three heritage groupings

Parts of three of council's heritage conservation area groups extend into Killara. One covers Killara alone, one is shared with Gordon and one with Lindfield. The National Trust first flagged these areas in a 1992 statewide survey. After consultant reviews in the 2000s, they were gazetted in July 2013. Since then, council has updated the inventories with maps, history and 2024 photos, which you can search in the state's online heritage inventory. An area's character comes from its building style, plus its fences, gardens and trees.

Station precinct and big lots

Killara station is one of four TOD precincts across the shire, alongside Roseville, Lindfield and Gordon. On 14 November 2025 council's TOD Alternative was gazetted. It added exclusion maps and changed height and floor space limits. On the eastern side, big lots matter to council because they hold deep soil and tree canopy, which support the shire's endangered forests.

What owners build here

Killara jobs differ a great deal between the east and the station end:

  • Large eastern lots. Pools, knockdown rebuilds, upstairs additions and extensions at the back. Deep soil and tree canopy limit how much of the site can be covered.
  • Garages and landscape structures. Watch tree root zones and heritage streetscapes.
  • Near the station. Apartment interiors and balconies are Class 2 work, outside our scope. Another certifier with that registration must take them on.
  • Dual occupancy. A CDC needs 1,015 square metres or more. Beyond the mapped Local Housing Areas, a DA needs that same lot size.

How approval usually works

A CDC (a certifier's fast-track approval) is ruled out under the state's low-rise and mid-rise rules for TOD sites, bushfire prone land and heritage items. The same three exclusions apply to a dual occupancy in the R2 zone. A neighbour's code approval does not mean one is open to you. That mistake can cost months. Check your own lot, then pick the route. It is either a CDC, or council's DA consent plus a construction certificate. Bushfire mapping matters too, especially on lots that back onto bushland in the east of the suburb. Send the planning certificate, title and survey first. CertifiBuild then stays with the job from the first pathway question to final sign off, so builders and architects explain details only once.

Is my Killara home inside a heritage conservation area?

That depends on your exact address, because parts of three council conservation area groups reach into Killara: one covering Killara alone, one shared with Gordon and one shared with Lindfield. A planning certificate for your lot gives the definite answer. Each area’s inventory, with maps, history and 2024 photos, can be searched in the state’s online heritage inventory. Character there comes from fences, gardens and trees as well as building style, so check your status before planning a garage, pool or new front fence.

How big must a Killara lot be for a dual occupancy?

To use a complying development certificate (CDC), a Killara dual occupancy requires a lot of 1,015 m2 or larger and must meet the code in full, as across all of Ku-ring-gai. Beyond the mapped Local Housing Areas, a development application (DA) needs that same size. Within one of those areas, a DA may be possible on 450 square metres if every state housing standard is met. Heritage items, bushfire prone land and sites in the station’s transport oriented development (TOD) precinct cannot use the code route. Check your planning certificate, title and survey first.

Can CertifiBuild work with my architect on a Killara project?

Yes. CertifiBuild often joins Killara projects early, alongside your builder, designer or architect, so the approval pathway is agreed before design decisions set. That matters here, where big eastern garden lots and homes close to the station often face different rules on heritage, bushfire and tree canopy. If certification is new to you, we explain what we can certify and the sequence of steps. We then stay with the job from the pathway question through inspections to final sign off, so details only need explaining once.
