Private building certifier in Kingswood
Kingswood mixes older houses and townhouse complexes with the precinct around Nepean Hospital. We help owners and builders pin down the controls on a home project, then certify the build.

Kingswood housing and its planning layers
A mixed housing suburb
At the 2021 Census, Kingswood was home to 10,633 people, with 4,824 private dwellings counted. Separate houses were 44.7% of occupied homes. Semis, terraces and townhouses were 35.0%, and flats were 20.0%. Council's urban study notes a layer of suburban housing from the 1960s. The hospital, tertiary education and the railway set Kingswood apart from the mainly detached estates to its north.
Around Nepean Hospital
Penrith's development control plan (DCP) has a chapter for the hospital, health and education precinct. Its hospital section covers land shown on a map, and inside that area its rules win over any conflicting control in other chapters. The focus is on mixed uses, gaps between buildings and the public domain.
Chapters with narrow reach
A DCP chapter titled Kingswood covers only six named commercial lots facing the highway and Morley Avenue, plus a single site called The Knoll on Caddens Road. It is not a set of rules for every home, so read the map showing where it applies before quoting any figure from it. Most houses are covered by the DCP's general chapter for residential areas and by Penrith's 2010 LEP. A neighbouring apartment block does not prove that your lot can be redeveloped the same way, because that block could be in another zone or precinct.
Typical work
Common projects and how they get approved
What owners build here
Class 1 and 10 projects we often see in Kingswood:
- Rear extensions on sloping lots. Council prefers floors that follow the slope in steps, and it restricts deep cuts and tall retaining walls. Show existing and new levels together early.
- Granny flats and garage conversions. A secondary dwelling needs private outdoor space and privacy of its own, while parking stays with the main home. Spare garage room alone does not qualify a site.
- Townhouse alterations. Read the title plan and check the shared driveway and services before you alter a courtyard or wall.
- Garages, carports and patios. Plot them against drainage and the remaining garden. On a townhouse site, also confirm what the first consent and the title permit.
Apartment and medical or commercial buildings are other classes. They need a certifier who holds the matching registration.
How approval usually works
Minor works that meet every standard can be exempt. Bigger jobs can use a CDC, a certifier's fast-track approval, once the site and plans comply with a State code. Otherwise, lodge a development application (DA) with council, and a CC comes after it. A granny flat approved by CDC through the State housing policy is not assessed against council's DCP. Mapping for flood, bushfire or heritage can rule a CDC out. Start with a planning certificate, a levels survey and any past approvals. CertifiBuild can then confirm the precinct position and guide you through each inspection.

Local questions

No two lots in Kingswood are the same. Give us your address and we will check every map that affects it.
See the council pageDoes the hospital precinct chapter cover my Kingswood house?
Only if its mapped area includes your lot. Penrith’s development control plan (DCP) has a chapter for the area around Nepean Hospital, and its hospital section applies only to land shown on its map. Inside that area, its rules win over conflicting controls elsewhere. Many Kingswood homes sit outside it and follow the DCP’s general chapter for residential areas along with Penrith’s 2010 LEP. Likewise, the chapter titled Kingswood covers only six commercial lots and The Knoll on Caddens Road. Check the map before quoting any precinct rule about building form or separation.
Could my garage in Kingswood become a granny flat?
Possibly, but spare garage space alone does not qualify a site. It depends on whether a secondary dwelling is permitted, how the layout works and what remains on the lot. The new home needs its own private outdoor space and privacy, while parking stays with the main house. Penrith’s residential DCP chapter covers granny flats approved by development application (DA), but one approved by complying development certificate (CDC) through the State housing policy is assessed against that policy instead. Check flood, bushfire and heritage mapping first.
Can I level my sloping Kingswood block for a flat extension?
Usually not without limits. Penrith’s residential controls favour floors stepping down with the slope, and they restrict deep cuts, fill and tall retaining walls, especially near boundaries. A large flat pad must be checked against those limits and against the ground levels next door. A stepped design often suits the survey better and keeps retaining work smaller. Commission a levels survey showing existing and proposed heights together, and get structural advice before the floor layout is fixed rather than adding retaining walls afterwards.
