Leppington Across Two Council Areas

Two councils, one suburb

Camden Council's north ward covers most of Leppington. Liverpool City Council looks after the north-western corner. Your address decides which council's plans apply, and Camden's rules have no effect on the Liverpool side. In 2004 planners placed the area inside the state's south west growth area. Trains began running from the new station in February 2015.

The Camden side

A 2021 state precincts policy for the Western Parkland City now governs the rezoned parts. Schedules in Camden's Growth Centre Precincts DCP add detail for areas such as East Leppington and the Major Centre. Stages 3 and 4 are released, yet still wait on a rezoning. That land still sits under Camden's 2010 local plan.

The Liverpool side and the town centre

The NSW Government finalised new controls for Leppington Town Centre in June 2026. The centre crosses both council areas. A rezoning sets the rules but does not approve any building. In 2021, 9,423 people were counted in 3,128 private dwellings. Of those homes, 95.1% stood as separate houses. Those numbers came before the rezoning.

What owners build here

A suburb in transition throws up several kinds of Class 1 and 10 work.

  • New houses on freshly released lots. Check the precinct schedule and any mapped salinity or flood extents.
  • Building on older acreage. With no sewer, effluent disposal is a genuine constraint, and big outbuildings are judged case by case.
  • Add-ons to finished homes. Pools, patio roofs, sheds and granny flats where lot size allows.
  • Additions to existing houses on the Liverpool side. Check today's zone and what the house is lawfully approved for before you start.

Station-side apartments and mixed-use blocks fall outside Class 1 and 10, so they need a differently registered certifier.

How approval usually works

Leppington needs more upfront checking than most suburbs. Start with the council, then the instrument, then any heritage items nearby. Some heritage listings sit in the growth centre framework rather than the Camden LEP. Heritage rules can still apply to an unlisted site that sits close to a listed item. Mapped biodiversity, riparian land, bushfire zones and flood extents can also apply.

Once those are known, small works may be exempt and many jobs can use a CDC, a certifier-issued fast-track approval. Otherwise you lodge a DA with the right council and then get a CC. Do not borrow standards from a nearby block in the other council. Send a planning certificate and survey first. CertifiBuild can sort out the council question early and keep your job on track.

How can I tell if my Leppington home is in Camden or Liverpool?

Look at your rates notice or order a planning certificate for the address. Camden Council covers most of Leppington through its north ward, while Liverpool City Council looks after the north-western corner. Which one applies decides who grants consent, which local plans apply and what contributions you pay, and Camden’s rules have no effect on the Liverpool side. Leppington Town Centre also crosses both council areas. Settle this first, then check whether your land is rezoned and which precinct schedule applies before any design work.

Can I go taller on my lot after the 2026 Leppington Town Centre rezoning?

Not automatically. The NSW Government finalised new controls for Leppington Town Centre in June 2026, but heights and density vary from parcel to parcel, and a rezoning on its own approves nothing. Every building is still assessed against the maps that apply to its own lot. Check the current maps for your parcel instead of banking on the highest figure quoted for the precinct or an older planning report. Station-side apartments and mixed-use blocks are outside Class 1 and 10, so they need a differently registered certifier.

Can a heritage cottage nearby affect my Leppington granny flat?

Yes, it can. Leppington has many listed items, from the Upper Canal line to individual cottages, and some appear in the growth centre framework rather than the Camden LEP. Work near a listed item may be assessed against heritage rules even when your own lot is not listed. That may rule out a complying development certificate (CDC) and send the granny flat through a development application (DA). Your planning certificate will show the listings, and it is worth checking mapped flood, bushfire and riparian land too.
