Heritage and housing in Manly

A ferry town by the sea

Council's history notes that a ferry service to Sydney began in 1855. It turned Manly into a place for both living and holidays. The town centre still runs from the harbour wharf, through arcades and along The Corso to the ocean promenade.

Mostly apartments

The 2021 Census found 8,649 private dwellings and 16,296 residents in Manly. Flats and apartments were 76.8% of occupied homes. Attached homes such as terraces, townhouses and semis were 11.5%, and stand-alone houses 11.3%. Apartment buildings are Class 2, so CertifiBuild concentrates on Manly's smaller pool of houses, terraces and semis. Large backyards are uncommon, so we never assume one.

Conservation controls

Under the Manly Development Control Plan, the whole town centre is a heritage conservation area. The Corso also carries extra, more detailed rules of its own. They look at the whole streetscape: shopfront rhythm, awnings, walkways and civic buildings. Outside the centre, controls differ from lot to lot. Each address needs its own listing and map check.

What owners build here

On Manly's houses, terraces and semis, typical Class 1 and 10 jobs include:

  • Terrace and semi renovations. Shared walls are close, so look at the party wall and what was originally approved early on.
  • Rear and upper additions. Heritage listings or the conservation area can shape the roof form and materials.
  • Facade and front fence changes. Street presentation matters in heritage settings.
  • Decks and garages. Within the town centre, a new garage entry can break up the shopfronts and cause conflict with people walking past.

Building a fresh house or terrace calls for its own site, heritage and amenity assessment. The density of nearby buildings does not set what your lot can hold.

How approval usually works

Complying development, a fast approval a certifier issues against fixed state rules, is often limited on heritage items and in conservation areas. Where it is not available, you lodge a development application with Northern Beaches Council. After consent, a construction certificate must still be issued before building begins.

Shop fitouts and apartment changes are outside our Class 1 and 10 registration, so they need a different certifier. For a terrace, semi or house, share the address, any heritage information and existing plans. CertifiBuild will check the listing, explain the realistic pathway and remain with you until the occupation certificate.

No two lots in Manly are the same. Give us your address and we will check every map that affects it.

Can my Manly terrace go through a CDC?

That comes down to its heritage position. The Manly Development Control Plan makes the whole town centre a heritage conservation area, and complying development is often restricted for heritage items and for homes inside conservation areas. Outside the centre, the answer changes from lot to lot. Where that fast route is closed, a development application (DA) goes to Northern Beaches Council, followed by a construction certificate. Send us the address, any heritage details and existing plans. We check the listing and maps, then explain the realistic route for your terrace.

My house is a few streets from The Corso. Do its rules apply?

Usually not. Within Manly’s heritage-listed centre, The Corso has extra rules of its own, aimed at the shared streetscape: shopfront rhythm, awnings, walkways and civic buildings. Homes several blocks back are judged by their own listing and map position, and controls outside the centre differ from lot to lot. Some homes face heritage controls of their own, while others face fewer. Before drawing a facade change, front fence or upper addition, check your address on council’s heritage listings and maps so your plans answer to the controls that really cover your block.

Why does a shared wall matter for my Manly semi renovation?

Because the party wall belongs to two homes at once. In a Manly semi or terrace, structural changes, waterproofing and fire separation beside that wall can affect your neighbour as much as you. Space is tight, so the wall often sits right where a new bathroom, stair or rear addition would go. Dig out the first approval and any later plans early, and have the wall’s condition looked at before design is fixed. Settling this first avoids redesign later and makes conversations with the neighbour easier.
