Private building certifier in Maroubra
Across Maroubra, CertifiBuild certifies house additions, new storeys, outbuildings and pools. The first local question is which part of council’s plan governs your lot: the Junction chapter, the Beach chapter or neither.

Maroubra Junction, the beach and everything between
A big suburb with a long story
No suburb in Randwick City is bigger than Maroubra, whether you measure land or people. Muru-ora-dial people once fished and camped here. A sales campaign started in 1911, land auctions came in 1922, and most homes were built from the 1930s to the 1950s. The surf beach is the country's second declared National Surfing Reserve. Today houses, semis and terraces share the streets with a large stock of flats.
Two chapters written just for it
Randwick's Development Control Plan (DCP, council's detailed design rules) gives Maroubra two dedicated chapters, one for the Junction and one for the Beach. Lots beyond both mapped areas fall back on the general council-wide chapters for land use and building form. Check which applies before reading any control.
Heritage and density settings
The suburb contains no conservation area. In 2022, though, council proposed more than fifty extra heritage items in a group of suburbs that included this one, so check the current list. The Junction counts as a mapped centre under the state's policy for low and mid-rise homes. Floor space ratio (floor area compared with lot size) is 0.5:1 for low density zones and 0.9:1 for medium density zones.

What owners build here
A suburb this size brings us nearly every kind of Class 1 and 10 job. Frequent requests include:
- Rear extensions and new upper floors on freestanding houses, often on lots built in the mid twentieth century.
- Semi and terrace alterations, where the party wall drives the layout and the fire rating alike.
- Backyard pools, sheds, garages and roofed outdoor rooms.
- Dual occupancies and townhouse-style housing near the Junction, tested against the state standards for that catchment.
Flats make up a large slice of local housing, but they are Class 2 and sit outside our scope.
How approval usually works
A CDC (fast-track approval under state rules) suits many Maroubra house jobs, but the coast changes things. Foreshore land, and land flagged for coastal hazard by a planning instrument, a DCP or just a council policy, is shut out of the housing codes. Where the flag covers just a portion of the site, the remainder can sometimes still go fast-track. If not, council assesses it as a development application (DA). For dual occupancies near the Junction, measure along the real walking route, not a radius drawn on a map. The inner ring reaches 400 metres and the outer ring runs out to 800 metres, and the standards differ between them. CertifiBuild knows how Randwick's chapters fit together and checks the coastal and catchment position of your lot before plans are drawn.

Local questions
Questions we hear about this suburb.
No two lots in Maroubra are the same. Give us your address and we will check every map that affects it.
See the council pageWhich part of the Randwick DCP covers my Maroubra lot?
That turns on whether your block sits within either of the two areas Randwick’s Development Control Plan (DCP) maps for Maroubra. Inside the Junction area or the Beach area, the purpose-written chapter is your rule book. Elsewhere in Maroubra, the general chapters on land use and building form take over. Settle this before looking at any height, setback or floor space figure, because each document sets different controls. Density settings differ too, with 0.5:1 allowed in low density zones against 0.9:1 in medium density ones, so confirm your zone.
Does any part of Maroubra sit in a heritage area?
No. Maroubra has no heritage conservation area anywhere in the suburb. Your house could still be listed on its own as a heritage item, and that needs its own check. In 2022 council proposed more than fifty new heritage items across a group of suburbs that included Maroubra, so an older list may be out of date. Many homes here date from the 1930s to the 1950s, which is why the check matters. A planning certificate for your address gives the reliable answer before any facade or upper floor design starts.
Does living near Maroubra Beach rule out a CDC?
It can. Foreshore land, and land flagged for coastal hazard by a planning instrument, a development control plan or even just a council policy, falls outside complying development under the state codes. A flag in a council policy counts even if no state map shows it. Where the flag touches just one section of the block, the unaffected portion can sometimes still use the fast-track route. Otherwise Randwick council assesses the work as a development application (DA). Ask us to check your lot’s coastal position before plans are drawn.
