Wingecarribee Shire Council

Private building certifier in Moss Vale

Moss Vale is mostly large family houses, with named precincts where infill housing is encouraged. CertifiBuild certifies extensions, second dwellings, garages and pools here, and the driveway layout is often the first puzzle.

Moss Vale: family homes and township precincts

A town of big family houses

Moss Vale had 4,049 private dwellings at the 2021 Census. Separate houses made up 86.7% of occupied homes. Semis and townhouses were 8.1%, while flats were only 3.0%. Many homes are large, with 44.1% reporting four bedrooms or more. So the typical job is reworking a family house, though attached housing has a foothold.

Precincts in the Township DCP

Council's development control plan (DCP) for the township splits redevelopment areas into named precincts. The Southern Residential Precinct, near the southern shops, looks for coordinated housing and may consider joining sites together. The precinct at the south end of Elizabeth Street has rules on safe access, including cars driving out forwards. Kirkham Street asks new buildings to match existing setbacks. These precinct names do not mean every lot on those streets shares the same rules.

Conservation Precinct

Separate Conservation Precinct provisions cover alterations and new work in heritage parts of town. Some lots sit in a redevelopment precinct, others in a heritage setting, and a few in both. Work that out before adapting any off the shelf house or townhouse design, since the layout may need to change even when the use is permitted. Some DCP references are dated, so the current local environmental plan (LEP) and state rules must be confirmed too.

What owners build here

With so many large houses, much of our Moss Vale work reshapes existing homes. Typical Class 1 and 10 jobs include:

  • Kitchen and living extensions that improve flow rather than just adding bedrooms.
  • Rear second dwellings or dual occupancies in the redevelopment precincts, where permitted.
  • Garage alterations and new carports, planned with the driveway and turning space.
  • Pools and roofed outdoor rooms in big backyards, set away from neighbours.
  • Alterations within the Conservation Precinct, designed to the heritage controls.

Flats are uncommon in town and fall outside our classes.

How approval usually works

For a rear dwelling, test the access first. In the Kirkham Street and Elizabeth Street South precincts, a car needs room to turn and leave forwards, and that space can eat into the garden and building area. Draw both dwellings, the parking, turning paths and each yard before fixing floor plans. In the Southern Residential Precinct, show how people, guests and delivery or garbage trucks will move through the site. A CDC, a fast-track approval under state rules, may suit a simple house renovation if the zone, heritage status and other exclusions allow. Infill housing normally needs a DA first, then a construction certificate matching the approved layout. CertifiBuild checks the precinct and heritage position early, so the access design works before money goes into detailed plans.

Is there room for a second home behind my Moss Vale house?

Possibly, but the driveway is often the first test. The zone, the precinct and the dwelling type all matter. In the Kirkham Street and Elizabeth Street South precincts of the Township development control plan (DCP), a car must have room to turn and leave forwards, and that space can eat into the garden and building area. Sketch both homes with parking, turning paths and each yard before commissioning detailed plans. Infill housing like this normally needs a development application (DA) first, followed by a construction certificate matching the approved layout.

Can apartments go up near the Moss Vale town centre?

Nearness to the shops is not what decides this. The Township Development Control Plan (DCP) discusses flats in some precincts, but today’s local environmental plan (LEP) and state rules decide whether that use is allowed on a given lot, and some DCP references are dated. Access, parking, landscaping and heritage would all need assessment. Flats are uncommon locally, and the 2021 Census counted 86.7% of occupied homes as stand-alone houses. Unit blocks also sit outside the Class 1 and 10 work we certify, so you would need someone licensed for them. We can help with houses, second dwellings and outbuildings.

Can my Moss Vale renovation go through a CDC?

It may, if both your block and your plans comply with the state code. Start by checking the zoning, heritage status and any land exclusions for your lot. Moss Vale has a Conservation Precinct with its own provisions for heritage parts of town, and some lots fall within both a redevelopment precinct and a heritage setting. A development control plan precinct that describes future redevelopment cannot, on its own, make a renovation eligible. When the code cannot be met, a development application (DA) to Wingecarribee council is the alternative.
