Mulgoa is a rural valley of old farms, vineyards and heritage homes. We help owners place new homes, extensions and sheds to suit the valley controls, then certify the work.

Siting buildings in the Mulgoa Valley
A farming valley
Council's local history describes farms, vineyards and orchards, then guest houses and later rural living. The open land between buildings is part of what makes the valley special. It is not like a modern estate with one standard house envelope.
Almost all detached homes
At the 2021 Census, Mulgoa had 2,044 residents living in 642 private dwellings. Of homes with residents on Census night, 99.7% were detached houses. Small counts are adjusted for privacy, so the shares may add up to a little more than 100%.
Valley controls
The Penrith Local Environmental Plan 2010 has a special provision for mapped Mulgoa Valley land. Penrith's development control plan (DCP) adds a valley chapter. It protects historic landscapes, the land around heritage items and mapped views to major homes. Even new planting that blocks a view can be an issue.
The village and duplexes
Another LEP provision covers dual occupancies in the Mulgoa and Wallacia villages. The rules change with zoning and whether sewer is available. So check both your map coverage and your servicing.
Land checks
A big holding is not always a big building area. Trees, views, access and wastewater can all limit where you build. Flood and bushfire status come from mapping, not from being near the river or among trees. Order the maps before choosing a site.

What owners build here
Class 1 and 10 work we often help with in Mulgoa:
- Extensions and verandahs. Continuing the old roof shape and scale usually sits better than a wide new wing across the view.
- Sheds and garages. The valley chapter prefers mid-slope sites, grouped buildings and long walls running with the contours. Avoid ridgelines and creek banks.
- Driveways, fences and gates. Simple entries and access that follows the land are favoured. A large paved forecourt can clash with the setting.
- Pools. Keep earthworks small and plan the barrier and drainage early.
- Granny flats and duplexes. Each needs a check that the use is allowed and that wastewater can be handled. Inside the village, sewer access changes the rules.
How approval usually works
Some minor structures are exempt when they satisfy every standard. Others need either a CDC, which a certifier can grant fast once a State code is satisfied, or a development application (DA) to council and then a CC. Heritage items, mapped valley land and bushfire zones often push rural projects toward a DA. Get a planning certificate and a survey showing contours, trees and existing buildings first. With those, CertifiBuild can help you compare sites on your land and support the job through each inspection.

Local questions
Questions we hear about this suburb.
No two lots in Mulgoa are the same. Give us your address and we will check every map that affects it.
See the council pageDo the valley siting rules cover my Mulgoa property?
Only if the maps place your land within the Mulgoa Valley area, so a street address alone settles nothing. The Penrith Local Environmental Plan 2010 has a special provision for that land, and Penrith’s development control plan (DCP) adds a valley chapter with siting and landscape rules. Village lots also face a separate duplex provision tied to zoning and sewer. Order a planning certificate and look at the LEP and DCP maps for your lot before you choose where to build.
Could a new farm shed in Mulgoa harm a protected heritage view?
It can. If the shed lands inside a mapped landscape or a protected view to one of the valley’s major homes, Penrith’s valley chapter treats it as a heritage matter, even though the old house itself is untouched. The chapter favours mid-slope positions, buildings grouped together and long walls running with the contours, while ridgelines and creek banks should be avoided. Mark the proposed spot on a contour survey and check it against the view mapping before you settle its size and shape.
Does every Mulgoa village lot share one duplex minimum?
No. The local environmental plan (LEP) provision for dual occupancies in the Mulgoa and Wallacia villages sets different requirements depending on zoning and on sewer access. An attached layout and a detached one may be tested differently too. So a figure borrowed from a neighbour, or from elsewhere in Penrith, may not fit your lot. Confirm your zoning, ask about sewer availability and work out how wastewater would be handled before relying on any minimum area.
