Waverley Council
Private building certifier in North Bondi
North Bondi holds two of the three special character areas in Waverley. CertifiBuild certifies the houses, semis, pools and outbuildings here, and roof form and front gardens are often the first design question.

Houses, semis and flats in one suburb
In 2021, flats were the largest group of occupied homes at 1,791. Semis, terraces and townhouses numbered 954, and separate houses 654. Zoning is roughly 45% low density and 34% medium density. Mapped heights start at 8.5 metres and top out at 13. North Bondi is its own suburb, separate from Bondi and Bondi Beach, even though all three use postcode 2026.
Two special character areas
Waverley's development control plan (DCP) names the North Bondi area and Ben Buckler as special character areas. In North Bondi, front setbacks hold shared landscaped gardens, roofs should be pitched in red tile, attics sit under the main roof and rooftop terraces are not encouraged. At Ben Buckler, the gaps beside buildings must stay open so views between them reach the beach or ocean. These come on top of the usual residential controls.
Heritage and coast
A conservation area covers roughly one-eighth of North Bondi. The 1893 gun battery at Ben Buckler is on the State Heritage Register. Coastal risk land is identified by council policy and shown on planning certificates.

What owners build here
Work here spans all three housing types. Typical Class 1 and 10 jobs include:
- Back and upstairs additions to terraces and semis, which make up about 28% of homes.
- Upper floors added to detached houses, shaped by the character area rules.
- Attic conversions, which the local character controls expressly allow, kept below the main roof.
- Pools, decks and outbuildings. These can still be complying development on conservation land.
Flats make up about 53% of homes. They are Class 2, so unit work needs a certifier licensed for Class 2, and we will say so up front.
How approval usually works
Inside a conservation area, any house alteration or addition requires a DA. Pools, detached outbuildings and some detached structures can still use a CDC, a fast-track approval under state rules. Outside conservation areas, a CDC may suit unless coastal risk excludes it. The council's coastal policy can exclude complying development even when state mapping shows no hazard, so get a planning certificate first. Watch the tree rules too. A tree needs a permit once it reaches three metres tall or its canopy spreads three metres, which catches many garden trees. CertifiBuild checks character area, heritage, coastal and tree issues together before you lodge, so the design lands right the first time.

Local questions
Questions we hear about this suburb.
No two lots in North Bondi are the same. Give us your address and we will check every map that affects it.
See the council pageIs North Bondi treated like Bondi or Bondi Beach?
No. North Bondi is a separate suburb from Bondi and Bondi Beach, even though all three use postcode 2026, with different planning controls. Here the mapped heights start at 8.5 metres and peak at 13, while Bondi Beach reaches 15 and Bondi 28. North Bondi also contains two special character areas named in Waverley’s plan, the North Bondi area and Ben Buckler. Confirm which suburb your lot is gazetted in using the planning certificate, not the postcode on your mail.
Will the character area rules stop my second storey?
Not by themselves. Waverley’s development control plan (DCP) uses the character area rules to shape how an addition looks: pitched roofs in red tile, attics kept under the main roof, shared landscaped front gardens and, at Ben Buckler, open gaps beside buildings so views reach the ocean. Rooftop terraces are discouraged. Wall heights and setbacks still come from the general residential controls. Inside the conservation area, any house addition also needs a development application, so sketch the roof form first.
Do I need a permit to remove a tree in North Bondi?
Often, yes. In Waverley a tree needs a permit once it grows to three metres tall or its canopy spreads three metres, which captures many garden trees. Trees on heritage items or in conservation areas are covered too, along with anything on the significant tree register. Plot every tree near the work on your survey before the extension or pool is designed, because removal needs its own permission. A conservation area covers roughly one-eighth of North Bondi, so confirm that status too.
