Canterbury-Bankstown Council

Private building certifier in Padstow

Padstow blends detached houses with a good portion of attached homes, all around a busy local centre. Sound certification begins by working out if the mapped centre includes your lot, then reading the matching controls.

Understanding the Padstow planning picture

Local housing

In 2021, 14,017 people lived in Padstow, spread across 5,195 private dwellings. The count of separate houses reached 67.6 per cent of homes that were occupied. Semis, terraces or townhouses accounted for around 26.0 per cent, and flats for 6.1 per cent. Most building work in the suburb therefore involves a family house or an attached home on a suburban lot.

Controls that apply

The Canterbury-Bankstown Local Environmental Plan 2023 sets zones and maximum heights. The council's 2023 DCP treats Padstow as one of two main centres in its local area, alongside Revesby. Here it maps a northern commercial core, a southern commercial core and a residential frame. Any storey count in the DCP has to match the LEP height for your exact site. It is not an allowance across the suburb.

Centre plans and key sites

Carl Little Reserve is meant to anchor a community hub, with shops further south on Padstow Parade and Howard Road. A Segers Avenue key site must widen a pedestrian link towards Padstow Parade and keep planting next to homes. Those are planned outcomes for mapped land, not rules for every house.

What owners build here

Most Padstow enquiries involve houses and attached homes:

  • Additions. Work out parking, the private yard and window privacy at the sketch stage.
  • Knockdown rebuilds. The position of the current house on the lot can decide whether extending or rebuilding makes more sense.
  • Dual occupancies. Confirm zoning, lot width and current standards before paying for full plans.
  • Semi and townhouse changes. Pin down the party walls and how fire is separated at the outset.
  • Garages, carports and decks. Check boundary setbacks, roof drainage and how stormwater leaves the site.

Retail fit-outs and buildings mixing shops and homes within the two cores are not Class 1 or 10 work.

How approval usually works

Small structures may be exempt. Additions and new homes are often good CDC candidates, which a certifier can issue when the design complies with the state codes. Miss a code standard, or build on constrained land, and the route becomes a council DA, with a construction certificate after it. If state housing rules cover your lot, work out how they interact with council's own controls before trusting an early feasibility sketch. A new dual occupancy carries more compliance work than a small alteration, so budget time for fire separation and services. Send the survey, title and early plans first. CertifiBuild then sets out the right approval route and handles the inspections.

Is my Padstow house inside the local centre?

Only if your lot sits within the centre maps in council’s development control plan (DCP). Those maps show a northern commercial core, a southern commercial core and a residential frame around them. Land inside follows the centre controls, while other Padstow houses use the ordinary residential rules plus the Canterbury-Bankstown Local Environmental Plan 2023 maps for zoning and height. Any storey count in the DCP must still match the mapped height for your exact site. Compare your lot with the maps before sketching.

Does the Carl Little Reserve plan mean nearby redevelopment is approved?

No. The plan describes Carl Little Reserve as the intended anchor for a community hub, with shops further south on Padstow Parade and Howard Road. That is a planned outcome, not a building approval. Any private project close by must still be approved in its own right under the local environmental plan and development control plan. Do not design as though the planned public works already exist, and check whether your land is a mapped key site, such as the one on Segers Avenue.

Can I build a dual occupancy in Padstow under a CDC?

Possibly. A complying development certificate (CDC) may suit when your block passes the zoning, width, area and design standards in the state code. If any test fails, a development application (DA) to council is required instead. A new dual occupancy carries more compliance work than a small alteration, so allow time for fire separation between the homes and for services. Confirm the zoning and lot width early, before paying for full plans.
