Rossmore: small farms split between two councils

Which council is it?

Rossmore is shared. Most of the mapped area is in Liverpool City Council and a smaller share is in Camden Council, and each uses different planning controls. Your rates notice or a planning certificate confirms which council your lot is in, and this page covers the Camden part.

Two hectare small farms

Camden’s maps show mostly small primary production lots with a two hectare minimum lot size. That figure governs subdivision, not building. It does not by itself give you a second dwelling, and an undersized lot is not automatically buildable.

Heritage and renters

Rossmore Public School and a property called Allenby are local heritage items in the Camden LEP, so work nearby may need heritage in mind. Many Rossmore homes are rented, and any application needs the registered owner’s consent.

What owners build here

Rossmore is almost entirely detached houses on small farms. Typical jobs we certify include:

  • New rural homes on lots that qualify.
  • Sheds, machinery stores and farm outbuildings.
  • Additions to existing farmhouses.
  • Pools on larger blocks.
  • Secondary dwellings, where the zone, title and wastewater allow.

How approval usually works

Confirm the council first, then the zone and lot size map. A tenant cannot apply for a shed alone, because a complying development certificate (CDC, the fast-track route under state rules) or development application needs the registered owner’s consent, and so do wastewater changes on unsewered land. Camden’s rural siting and outbuilding controls then shape the design. Parts of the area sit near Western Parkland City precinct land, so the governing planning instrument is checked for each lot, not assumed. CertifiBuild confirms the council, ownership and mapped constraints before drawings are commissioned.

Which council is my Rossmore property in?

It depends on the lot. Most of Rossmore falls in Liverpool City Council and a smaller part in Camden Council, and the two use different controls. Your rates notice or a planning certificate gives the answer before any design work starts.

Can I subdivide my two hectare block in Rossmore?

Usually not on its own. Where the Camden lot size map shows a two hectare minimum, each new lot would generally need to meet it, so a block of about that size has nothing to split. Nearby growth plans do not change the standard until a rezoning applies to your land.

I rent my Rossmore house. Can I apply to build a shed?

Only with the registered owner’s written consent. The owner has to be part of the application, and they also need to be involved in any wastewater changes for a larger household. Settle ownership and consent first, then we can look at the approval pathway.
