Blacktown City Council

Private building certifier in Schofields

Schofields began as a railway stop and is now one of Blacktown’s busiest growth areas. Each lot follows its own precinct map, so certifying a home here starts with the paperwork for that parcel.

How growth precincts shape Schofields homes

From rail siding to new estates

Blacktown City Council's history notes a railway siding opening at Schofields in 1870. Today the suburb is mostly newer housing. In 2021, 15,213 people lived here, spread over 4,991 private dwellings. Detached houses were 83.1% of occupied homes, with townhouses and semis at 5.9% and apartments at 10.6%. Some older maps show wider suburb borders, because nearby suburbs such as Colebee were carved out later.

Which schedule applies

The Growth Centre Precincts DCP covers most land. It has separate schedules for West Schofields (Townson Road), Schofields and Alex Avenue. Each one only applies inside its own mapped boundary. A few parcels have not yet been rezoned. These stay rural under Blacktown's 2015 local plan. Their building rules sit in the council DCP, in Part B. New dwellings on rural land face limits of their own.

Centre and street rules

The Alex Avenue schedule focuses on active shopfronts and walking links around the centre. Schedule 5 deals with how homes meet the street and where cars get in. So the rules for a garage off a rear lane differ from those for one on a standard frontage. Check which rule set your lot falls under before drawing plans.

What owners build here

Typical Class 1 and 10 work in Schofields includes:

  • New houses on vacant lots. Your subdivision approval sets the levels, drainage and driveway spot. The house design must fit those.
  • Rear and upper additions. Explain how the added rooms, the yard and stormwater fit with the home already there.
  • Garage and driveway changes. Confirm the approved access point and frontage rules for your lot before moving a crossover or widening a door.
  • Townhouse alterations. Even internal work can touch party walls, shared services and how fire is separated.

Unit blocks are Class 2 buildings. Working inside them requires a certifier with that broader registration.

How approval usually works

Certain small structures are exempt if every rule is met. For bigger jobs there are two main routes. A CDC is a fast certifier approval, available when lot and design comply with the state codes. If not, Blacktown City Council must approve a development application, with a construction certificate to follow. Title restrictions or precinct controls may rule out a CDC. Start by gathering your deposited plan, title restrictions and the subdivision approval. If you own a townhouse, add any strata by-laws that affect external changes. Our team at CertifiBuild then checks the mapping and maps out the clearest route.

Which precinct plan covers my house in Schofields?

The precinct maps decide it, not the suburb name. Most of Schofields falls under the Growth Centre Precincts development control plan, which has separate schedules for West Schofields (Townson Road), Schofields and Alex Avenue. Each schedule only applies inside its own mapped boundary. A few parcels have not yet been rezoned and stay rural under Blacktown’s 2015 local plan, with their own rules. Older maps can also show wider suburb borders from before Colebee was carved out. Look up the maps for your exact address before picking which rules to follow.

Why does a Schofields extension need my subdivision documents?

Because they show what was already decided for your lot. In a staged Schofields estate, the subdivision approval sets ground levels, drainage paths and the driveway position, and the title may carry restrictions such as easements. These often limit where an extension, a second storey, a garage or a wider driveway can go. Gather your deposited plan, title restrictions and the subdivision approval before your designer fixes the footprint. If you own a townhouse, add any strata by-laws that cover outside changes.

Can CertifiBuild certify work inside a Schofields apartment?

No. Apartment buildings are Class 2, and CertifiBuild only certifies Class 1 homes and Class 10 structures like garages and pools. Unit work can reach into shared walls, pipes and fire protection, so a certifier holding Class 2 registration is needed, and usually owners corporation consent too. About 10.6% of Schofields’ occupied homes in 2021 were apartments, so the question comes up. For a freestanding house or a Class 1 townhouse, we can help with extensions, garages and similar projects.
