Blacktown City Council
Private building certifier in Shanes Park
Shanes Park is a quiet rural pocket of Blacktown beside protected bushland. Here you are dealing with rural zoning, working farm uses and site services, not the rules of a suburban estate.

Rural living in Shanes Park
Small, spread out and detached
The Dictionary of Sydney calls Shanes Park semi-rural, with bushland and patches of the original grassy woodland. The 2021 Census counted 384 residents and 137 private dwellings. Detached houses accounted for 99.1% of occupied homes. There were no recorded townhouses or flats.
Next door, a national park
Yiraaldiya National Park, once known as Shanes Park, protects a large area of bush. It gives the suburb its character. Proximity to the park, though, does not mean each private lot carries bushfire or biodiversity limits. Those questions are answered lot by lot from official maps.
Rural zoning today
Most land is still zoned rural under Blacktown's 2015 local plan. For these lots, Part B of council's DCP sets rules for houses, services and farm buildings. The Department of Planning has flagged a growth precinct of about 315 hectares on the far western side of Sydney's North West Growth Area. The department's page says locals would be asked for their views if planning ever begins. That is a future idea, not a rezoning, so it gives no extra building rights now.
Typical work
Common projects and how they get approved
What owners build here
The usual Class 1 and 10 projects in Shanes Park are:
- Additions to existing homes. First confirm the house was lawfully approved. Options on a rural lot differ from those on a serviced suburban block.
- Replacement dwellings. Check the access, water and wastewater arrangements before settling where the new house goes.
- Farm sheds and garages. A farm building must genuinely serve a farming use or the house. Its size alone does not make it allowed.
- Work near trees. Clearing or building close to vegetation may need specialist reports first.
A shed cannot quietly become a second home. If you want accommodation, say so up front so it is assessed properly.
How approval usually works
Some small rural sheds and carports can be exempt within strict limits. Other work may suit a CDC, a quick approval a certifier can grant when state codes are met. Bushfire, flooding, vegetation, or the lack of a dwelling approval, can turn the job into a development application decided by Blacktown City Council. A construction certificate comes after that. Give us the title, earlier approvals, a site plan marking access and services, and a plain account of the intended use. CertifiBuild will work out where your rural project stands and guide it through approval.

See the council pageCan I subdivide my Shanes Park land now that it is a growth precinct?
Not yet. The state planning department has flagged a possible growth precinct of about 315 hectares on the far western edge of Sydney’s North West Growth Area, but nothing has been rezoned. Its web page says locals would be asked for their views if planning ever starts. Until then, your Shanes Park land stays under the rural zoning in Blacktown’s 2015 local plan, which gives no extra subdivision or housing rights. Order a planning certificate for your lot to see its current zoning before spending money on subdivision plans.
Is living in a farm shed allowed on my Shanes Park land?
Not if the shed was approved for farm use. Under the rural part of Blacktown’s design rules, a farm building has to genuinely serve a farming activity on the land or the lawful house. Living in it is a different use, needing its own approval and building standards that suit a home, such as fire safety, light and ventilation. If you want accommodation on your Shanes Park land, raise it up front so the correct approval is pursued. Quietly turning a shed into a home can leave you with an unlawful building.
Is my lot bushfire prone because it is near Yiraaldiya National Park?
Not automatically. Being close to Yiraaldiya National Park, once known as Shanes Park, isn’t what makes a lot bushfire prone. That status comes from the official bushfire prone land map, property by property. Look up your address on the NSW Planning Portal or ask for a planning certificate. For a mapped lot, most new building work will need a bushfire assessment, which can affect construction standards, siting and whether the faster complying development certificate (CDC) route stays open. Check this before settling where an addition or shed goes.
