Private building certifier in South Coogee
On South Coogee’s clifftop streets, CertifiBuild certifies houses, granny flats, pools and decks. Before anything else, owners need to know whether coastal hazard or foreshore mapping touches their lot.

Clifftop living between Coogee and Maroubra
Slow growth, then the tram
South Coogee sits on the cliffs between its two better-known neighbours. Lurline Bay is a rocky inlet framed by worn headlands. You can only walk down to it, from Marine Parade or Seaside Parade. Coogee was gazetted in 1838, but building came slowly. Long Bay Cemetery, set up in 1874, brought early settlers and services, and growth picked up once the electric tram came in 1902.
The house-heavy beach suburb
Among the beach suburbs on this coast, none has a bigger share of freestanding houses than South Coogee. Most land is zoned for low density housing. Even its three small local centres are zoned low density, unlike the centres in Coogee, Clovelly and Maroubra. Floor space ratio, which compares floor area with lot size, carries a mapped value of 0.5:1.
What is missing here
South Coogee has no conservation area. Whether any land falls inside a catchment for the state's low and mid-rise homes policy depends on walking distance to a centre or station, which may sit beyond the suburb boundary. With consent, semis and dual occupancies can still be sought in that zone, using council's standards.

What owners build here
With so many detached homes, most South Coogee work is house scale. Jobs we commonly certify include:
- Second storeys and rear extensions on freestanding houses.
- Retaining walls, decks and pools where blocks slope or sit on the cliff edge, with engineering driving the design.
- Knockdown rebuilds, when keeping the old house no longer makes sense.
- Granny flats on lots with enough area and width.
- Changes to semis and townhouses.
Units fall under Class 2, so a certifier holding that registration is required. Steeper lots tend to need structural and geotechnical input, which can shape the timeline as much as planning does.
How approval usually works
On a clifftop suburb, check coastal mapping first. Foreshore land, and land that a planning instrument, a DCP or a council policy flags for coastal hazard, cannot use a CDC (fast-track approval under state rules). A council policy alone can trigger this. If the flag covers just a portion of the lot, the remainder may still qualify; otherwise a development application (DA) goes to council. Next, get the ground right. On steep or cliff-edge land, excavation, retaining and footings decide where the house can sit. Commission a levels survey and a geotechnical report before you settle the layout, and draw the cut, fill and retaining on the plans. CertifiBuild looks at the coastal maps and site levels with you at the start, before the design hardens.

See the council pageIs a CDC still possible on a clifftop lot in South Coogee?
Sometimes. A complying development certificate (CDC) is ruled out on foreshore land and on land flagged for coastal hazard, and in South Coogee that flag can come from council policy or its development control plan, not only a state map. If the flag covers only part of your lot, the rest of the block might still be eligible for the quicker approval. Otherwise a development application (DA) goes to Randwick City Council. On a clifftop site, check the coastal and foreshore mapping for your lot before any other design work.
Is a granny flat realistic on my South Coogee block?
Often, given that South Coogee has the biggest share of freestanding houses among the beach suburbs on this coast, but your own lot decides it. Minimum lot area and width apply, and any existing garage, shed or pool eats into the space available. Steep or cliff-edge lots may also need engineering for retaining and footings. Coastal and foreshore mapping needs checking separately, since it can rule out the faster code approval. Begin with a survey that records the house, outbuildings and levels.
How do I prepare for building on a steep South Coogee block?
Get three things early: a levels survey, geotechnical advice on the ground and rock, and plans that combine the house design with retaining, cut and fill. On South Coogee’s clifftop and sloping blocks, these usually fix the house position and how its footings work, often more than planning controls do. Ask a structural engineer to review the concept before the layout is locked in. Also check coastal hazard mapping, since it shapes the approval path and the design alike. Allow time for this engineering input.
