Camden Council

Private building certifier in Spring Farm

Spring Farm uses Camden’s own planning documents, which keeps the rules easy to find. The bigger question is often the Nepean River and how flood levels shape your floor heights.

Spring Farm Planning and the Nepean River

An established release area

Among Camden's recent release areas, Spring Farm has the longest history. Its first planning instrument was made in 2004. The 2021 Census counted 9,868 people in 3,345 private dwellings. Detached houses formed 93.8% of them, and 74.7% had a minimum of four bedrooms. Compared with Camden's other release areas, Spring Farm has a larger number of townhouses and semis.

Which plan applies

Camden's 2010 local plan maps the suburb as urban release land. The 2019 Camden DCP includes a schedule written just for Spring Farm. Spring Farm sits outside the state's south western growth land, so the state precincts policy has no role here. The master plan aims for 15 dwellings per hectare, so lots are fairly compact.

River, roads and heritage

The Nepean River forms the southern edge. To the north-west runs the Camden Bypass. On the north-east and east sides lie Narellan Vale, Mount Annan and a resource recovery park. Two local heritage items stand on Macarthur Road: a house at number 176 and Galvin Cottage at number 196, each listed together with its curtilage (the surrounding setting).

Typical work

Common projects and how they get approved

What owners build here

Most homes are past their first build, so the work now is mainly upgrades for growing households.

  • Pools and patio roofs. Fitting these into a finished yard makes barriers and builder access important.
  • Sheds, garages and carports. Size is limited by the space the house leaves.
  • Granny flats. At this density, width tends to block them more than area.
  • Extensions. Starting to appear on the earliest houses, as families choose to stay.
  • New houses. Built on any stages still to come.

How approval usually works

Small structures can be exempt when they meet every limit. A lot of jobs here can use a CDC, which a certifier approves quickly when state standards are met. Otherwise you lodge a DA with Camden Council and then obtain a CC.

Flooding is the main local hurdle. Rain here drains to the Nepean River, not South Creek like most growth-area suburbs. River flood planning levels set minimum floor heights, especially on the southern side. Ask Council for the flood information on your property before you settle floor heights, retaining walls or a structure's position. Sitting well back from the river is no guarantee you are clear. Compact lots also reach their coverage and landscaping limits sooner than larger blocks elsewhere in Camden. Plans reused from an older suburb might not suit. Estate covenants are private and run separately from approval. Send your survey and flood information first. CertifiBuild can help you plan around flood levels early.

Does Spring Farm follow the growth-area precinct rules?

No. Spring Farm sits outside the state’s south western growth land, so the state’s precinct rules play no part. Its controls come from Camden’s own documents: the Camden Local Environmental Plan 2010, which maps it as urban release land, and a Spring Farm schedule in the Camden development control plan 2019. If your builder mostly works in Gregory Hills or Oran Park, ask them to switch to these documents before drawing. Spring Farm’s first planning instrument dates from 2004, making it the longest established of Camden’s recent release areas.

How do Nepean River flood levels affect a Spring Farm extension?

Flood planning levels from the Nepean River can set the minimum floor height for a new room, especially on the estate’s southern side near the river. Spring Farm drains to the Nepean, unlike most growth-area suburbs that drain to South Creek. Sitting well back from the river is no sure sign you are clear. Ask Camden Council for the flood information on your property early, before floor heights, retaining walls or the extension’s position are settled. Changes are far easier at sketch stage than after engineering.

Why might my Spring Farm shed be too big?

Because Spring Farm lots are compact. The master plan aims for 15 dwellings per hectare, so blocks are usually tighter than older Camden lots. Caps on built-over area and required garden space bite sooner, and a shed that suited a bigger block elsewhere may be too large here. Measure what your house, driveway, patio and any pool already cover before choosing a shed size. Estate covenants on your title can add their own private rules on looks, separate from council approval.
