Waverley Council
Private building certifier in Waverley
In Waverley the suburb, as distinct from the council, heritage controls around Charing Cross shape a large share of house jobs. CertifiBuild certifies terraces, semis, houses, pools and outbuildings here, starting with heritage mapping.

Waverley suburb: Charing Cross terraces and Edina Estate
Terraces and flats around Charing Cross
Waverley House, which Barnett Levey built in 1827, is the source of both the suburb's and the council's name. In 2021, 54.6% of occupied homes were flats, semis and terraces 26.2% and freestanding houses 17.4%. On standard mapped land, building height can reach 12.5 metres at most, with floor area capped at 1:1. Many lots sit well below that.
Heritage centred on Charing Cross
Conservation land covers about 26% of Waverley, with Charing Cross accounting for roughly 19% on its own. Two items are State significant: the Mary Immaculate church group and the landscape of the War Memorial Hospital. Waverley's development control plan (DCP) has a dedicated set of conservation area controls.
Edina Estate and the boundary trap
Only the Edina Estate has a second layer of height and FSR mapping anywhere in Waverley's council area. Taller buildings and more floor area are possible there, but only with a site-specific DCP and deep soil over 30% of the site. Also note that Waverley Cemetery is in Bronte and Waverley Park is in Bondi Junction, despite the names. Always check which boundary your land falls inside.

What owners build here
Attached homes are a big part of the picture here. Typical Class 1 and 10 jobs include:
- Rear additions and upgrades to semis and terraces, often inside Charing Cross.
- Upper floors and extensions on the limited number of detached homes.
- Pools and freestanding structures, still complying on conservation land.
- Garages and carports off rear lanes, assessed against streetscape controls.
Flats, and the shops with homes above them at Charing Cross, are not house or Class 10 work. Another certifier with the right registration is needed, and we will flag that at the start.
How approval usually works
First, find out if a conservation area covers your lot. If it does, the state housing codes leave only pools, detached outbuildings and similar freestanding structures (not studios) as complying work. There, alterations and extensions require a DA supported by a heritage impact statement, then a construction certificate. Outside conservation land, a CDC, a fast-track approval under state rules, may suit if nothing else on the maps rules it out. If your address mentions Waverley but the heritage listing or landmark seems elsewhere, confirm the actual boundary, since the suburb line runs right through Charing Cross. CertifiBuild checks the boundary and heritage layers together for your address, so your application is assessed against the right map.

Local questions
Questions we hear about this suburb.
No two lots in Waverley are the same. Give us your address and we will check every map that affects it.
See the council pageHow does the Edina Estate differ from the rest of Waverley?
The Edina Estate is the only land in Waverley’s council area with a second layer of height maps and floor space ratio (FSR) maps. On that mapped land, roughly 6% of the suburb, those maps can allow an FSR of 1.2:1 and greater heights than the standard limits. The extras aren’t automatic. They depend on a site-specific development control plan (DCP) and a deep soil zone covering 30% of the site. Everywhere else in Waverley the standard maps apply, topping out at 12.5 metres with an FSR of 1:1, and many lots sit well below that.
Is Waverley Cemetery really inside Waverley itself?
No. Despite the name, Waverley Cemetery sits inside Bronte’s suburb boundary, and Waverley Park lies within Bondi Junction. Council owns both, yet neither sits inside Waverley the suburb. The same trap catches owners near Charing Cross, because the suburb line runs right through the junction and an address or heritage listing can say Waverley while the land is elsewhere. Before relying on any map layer, confirm which mapped boundary your lot actually falls inside. That decides which heritage and conservation controls apply, and makes sure your application is assessed against the right map.
Do the newer state housing rules for low and medium scale homes reach Waverley?
Partly. The state rules for low and medium scale housing are measured from the town centre at Bondi Junction. Drawn as a straight line from that centre, about 5% of Waverley is inside 400 metres and around 42% inside 800 metres. The real test is walking distance, so less is covered. Other limits still apply on top, including heritage controls around Charing Cross, whose conservation area alone takes in roughly 19% of Waverley. Have the walking route from your lot measured, and confirm your heritage status, before treating the policy as a way to add homes to your block.
