Local rules

Yellow Rock: a renamed locality split between councils

A new name, the same postcode

The locality became Yellow Rock Ridge on 1 March 2024, to avoid confusion with a place of the same name in the Blue Mountains. The postcode did not change. Older surveys and approvals often still say Yellow Rock, so match them to the current title by lot and deposited plan.

Two councils

About seven tenths of the land is in Shellharbour City Council and the rest is in Kiama. A Kiama rural control is not a substitute for Shellharbour’s rules on a Shellharbour parcel. This page covers the Shellharbour side only, and the Census figures cover the whole locality.

Rural landscape controls

Shellharbour’s Development Control Plan (DCP, council’s detailed design rules) deals with non-urban residential siting, access and servicing in section 3.19, rural landscape heritage in section 28.2 and visual landscape character in chapter 34.

What owners build here

Yellow Rock is small and rural, so jobs are mostly practical. Typical work we certify includes:

  • Alterations to a lawful rural house.
  • Replacement garages and sheds.
  • Replacement or secondary dwellings, once entitlement is confirmed.
  • Outbuildings grouped sensibly across the holding.

How approval usually works

Resolve jurisdiction before commissioning a design based on assumed dwelling rights, minimum sizes or subdivision potential. The unchanged postcode does not tell you which council applies, and an old drawing may not describe your current holding, so trace any later subdivision and use the current address for the new application. Access, servicing and the grouping of buildings are assessed together with the landscape response. A replacement or secondary dwelling needs its entitlement confirmed first. A complying development certificate (CDC, the fast-track route under state rules) is only possible where mapping allows. CertifiBuild checks council, title and access before design begins.

Local questions

Questions we hear about this suburb.

No two lots in Yellow Rock are the same. Give us your address and we will check every map that affects it.

Is my Yellow Rock property in Shellharbour or Kiama?

About seven tenths of the land is in Shellharbour and the remainder in Kiama. The postcode is the same for both, so it cannot tell you. Use your current title and a planning certificate to confirm the council before any design work.

My old plans say Yellow Rock. Are they still valid?

The name change does not alter an approval’s land description. Match old documents to the current title by lot and deposited plan, and use the current council address for new applications. Do not assume an old drawing describes today’s holding if it has been subdivided.

Can I build a replacement dwelling on my rural lot?

Possibly, but confirm the entitlement first. Access, servicing and the building envelope are assessed together under the non-urban provisions, with the landscape response. Settle that before paying for drawings, then we can test the pathway.
