Austral: old farm lots meeting new release streets

From rural holdings to a growth precinct

Austral Public School opened in 1893, long before today's planning. The area grew up as larger rural holdings, but those old parcel sizes are not current minimum lots. Today the suburb falls within a growth area release precinct shared with Leppington North, where new roads, drainage and services are delivered in stages. Some older homes still sit on larger rural style parcels between new estates. Detached houses dominate, with smaller groups of townhouses and flats.

The DCP that matters

Most new homes here are assessed under the DCP written for Liverpool's growth centre precincts, not the council's usual house chapter. That DCP groups lots into design tables based on how wide the frontage is and how cars get in, whether from the street, a rear lane or a side street. One table, for instance, deals with front loaded lots between 9 and 15 metres wide.

Boundaries set by the subdivision

Some lots carry a designated zero lot line, while others have ordinary side boundaries. Which applies comes from the approved subdivision, not from how narrow the block looks. That decision affects garages, pool houses and later extensions alike.

What owners build here

Austral work is a mix of first homes on newly released lots and upgrades to houses finished in recent years, plus the odd job on an older rural parcel. We often see:

  • New detached homes, designed to the frontage and access table that suits the lot.
  • Pools added after handover, planned with the barrier, paving, filter and any deck in one go.
  • Patio and alfresco roofs that must still leave enough landscaped and private open space.
  • Garden sheds and detached storage behind newer houses.
  • Rear additions to older homes on the remaining rural style parcels, checked against current precinct rules.

How approval usually works

Some Austral jobs can use a CDC (a fast-track approval under state rules); others need a DA, after which a construction certificate follows, depending on the lot's mapping. Either way, gather the surveyed frontage, the approved subdivision plan and anything restricting the title before design starts. Do not borrow garage or setback figures from the house next door, since it may fall under a different table. Draw the completed house, the new work and the remaining garden together, because the original approval does not leave unlimited room for later roofs or rooms. Winter sunlight to your yard and the neighbour's yard is also tested. CertifiBuild checks the precinct maps and subdivision approval first, then books inspections around your builder's stages.

Which planning document covers a new house in Austral?

For most new homes, the governing document is the development control plan (DCP) Liverpool prepared for its growth centre precincts, read with the schedule for Austral and Leppington North. Confirm first that your lot is mapped under it. Swapping in council’s ordinary house controls is risky. The approved subdivision plan matters too, since it can fix driveway positions and whether a side boundary is a designated zero lot line. Gather the surveyed frontage, that subdivision plan plus any title restrictions, before design begins, so the right design table is chosen.

Will a double garage fit on my narrow release lot?

That depends on how wide your frontage is and how cars reach the lot. The growth centre DCP sorts houses into design tables, treating front loaded lots one way and lots with car entry off a back lane or secondary street another. One table covers front loaded lots between 9 and 15 metres wide and separates garage types within that band. Measure your real frontage from the survey, find the matching table and check the approved driveway location. A garage pictured in a brochure, or built next door under another table, proves nothing about your block.

Is a pool house allowed right on the side fence?

Only where the approved subdivision gives that side a designated zero lot line. In Austral some lots have one and others have ordinary side boundaries, and the width of a block is no clue. Look over the subdivision approval and search the title for any restriction before fixing a position. If a boundary wall is permitted, the plans should still show the wall construction, how roof water drains and how the wall can be reached for maintenance. Plan the pool, barrier and paving alongside it, so enough garden and private outdoor area survives under the precinct rules.
