Private building certifier in the Liverpool City Council area
CertifiBuild certifies new homes, pools, granny flats and outbuildings across Liverpool. The first local question is which planning rules apply. Older suburbs follow the council’s own plan. Growth areas and land near the new airport follow separate state controls.

What shapes approvals here.
Which rules cover your lot?
The Liverpool Local Environmental Plan 2008 (LEP) and its 2008 Development Control Plan (DCP) cover the older, established suburbs. Further west, the precincts of the South West Growth Area are controlled by a state policy for growth centres. They include Leppington, Austral, Rossmore, Edmondson Park and Kemps Creek. Every precinct has a separate DCP with detailed design rules. Two lots a short drive apart can follow quite different controls. We confirm the right set before reviewing any drawings.
Land near the Aerotropolis
Around Badgerys Creek, the Western Sydney Aerotropolis has its own state instrument. Beyond zoning, it deals with aviation safety, biodiversity, land set aside for infrastructure, and land the government may acquire. If acquisition provisions apply, what you can build is not the only question. You also need to know the lot's staging and whether it may be acquired. We look at this first.
Bushfire prone land
Most Liverpool suburbs include bushfire prone land. On a mapped lot, a bushfire attack level (BAL) assessment decides how the home must be built. BAL rates how much ember, heat and flame exposure a building could face. Where the rating is one of the two highest, Flame Zone or BAL-40, house work may not qualify for a complying development certificate (CDC).
Pools, roofs and backyards
In Census 2021, separate houses were 73.1 per cent of all lived-in homes. Wattle Grove, which opened in 1991, and West Hoxton attract many requests for granny flats, pools and covered alfresco areas. Design the paving, roof and pool as one package. Each one affects drainage and how much garden is left. A design that works for one element can cause problems for another.
Send us your survey, plans and council planning certificate. We will confirm the planning rules and bushfire position for your lot.
Local know-how
What to expect when building in four Liverpool suburbs
Moorebank
Moorebank saw housing growth across the 1960s and 70s, followed by planned precincts like Georges Fair. Typical jobs are additions at the rear, upstairs bedrooms, pools and alterations to garages. Georges Fair is covered by a separate DCP chapter that takes the place of the usual house chapter. At its mapped edge with older streets, only detached houses are allowed. New homes there should not fully block views from neighbours' living areas.
Casula
In Casula, close to one home in four is a townhouse, terrace or semi. Roofing a courtyard, or extending, can alter shared access, the parking or the gaps between homes. So our first checks are the title and the original approval. For detached houses, the DCP wants a usable main outdoor area next to the living rooms. Thin strips of garden left around a big extension may not count.
Chipping Norton
Soldier settlement farms came here from 1919, and most housing followed in the 1970s. Owners now ask about second storeys, rebuilds, garages and pools. A rebuild has no automatic right to the old footprint. An existing wall close to the boundary does not set the position of the new one. For a pool, show existing footings and the excavation on the plans. Living near the lakes tells you nothing certain about foundations.
Edmondson Park
Edmondson Park is a release area of mostly detached homes, with some townhouses and apartments. New houses, pools, patio roofs and bedroom additions are common. The South precinct is covered by a separate DCP. Each lot there may carry a siting plan and building envelope created at subdivision. It can fix levels, easements and outdoor space. A studio built over a garage requires frontage to a lane or secondary street.
Why Liverpool owners and builders turn to CertifiBuild
Our team has practical experience with Liverpool's house chapters, precinct plans and growth area rules. We look up the maps and subdivision records for your lot before any setbacks are adopted. That way, surprises surface early. We reply promptly to builders and owners, and we book inspections around the build program. We certify only homes, granny flats and Class 10 structures like garages and pools, so our advice stays practical.

All council areasI am building in Austral. Does Liverpool LEP 2008 apply?
Not if your Austral lot sits in a South West Growth Area precinct. Austral is grouped with Leppington, Rossmore, Edmondson Park and Kemps Creek, which runs under a state policy for growth centres. Each precinct also has its own development control plan (DCP) with detailed design rules. Liverpool’s LEP 2008 applies to the older, established suburbs instead. So two lots a short drive apart can follow quite different controls. Your planning certificate names the instruments for your address, and we confirm the right set before reviewing your drawings.
What does BAL-40 mean for my new home?
BAL-40 is the second highest bushfire attack level (BAL), meaning your lot could face very high ember, heat and flame exposure. Only Flame Zone rates higher. Most Liverpool suburbs include bushfire prone land, and for mapped land the BAL assessment decides how the home must be built. With either of the top two ratings, house work may not qualify for a complying development certificate (CDC), so a development application (DA) to council could be needed. Get a BAL assessment early, as it affects windows, cladding and the approval route.
Why plan my pool and alfresco roof together?
Because the paving, pool and roof all change how water drains and how much garden is left on your lot. Planned separately, a layout that suits the pool can cause trouble for the roof drainage or eat into the open space you need. In Wattle Grove and West Hoxton, granny flats, pools and covered alfresco areas are popular requests, often on the same block. Drawing all three on one site plan lets us see whether the whole package complies with the code. Send us the survey and your ideas before ordering separate designs.
