Carnes Hill: a release area where maps matter
Precinct 4
Carnes Hill is Precinct 4 in Part 2.2 of Liverpool’s Development Control Plan (DCP, council’s detailed design rules), after a rezoning for housing in the early 1990s. That is more precise than treating every western Liverpool estate as the same release area.
Almost all detached
Nearly every home counted in the 2021 Census was a separate house, with very few townhouses or flats. A pool or roofed outdoor area here is a change to a completed house site, with the original driveway, garden and private open space all competing for the same ground.
Not every control covers every lot
Some residential standards in Part 2.2 apply only inside a defined mapped area. Matching your lot to that map avoids borrowing a generous setback or landscape allowance from a part of the release area that does not cover you.

What owners build here
Carnes Hill’s detached homes lead to a steady run of improvements. Typical jobs we certify include:
- Pools and barriers, with paving and access shown on one plan.
- Alfresco roofs and covered patios.
- Rear bedrooms and extra living space.
- Second-storey additions, depending on the existing structure.
- Garden sheds and garages.
How approval usually works
Begin with the release area’s application map, then check the reach of the particular section you want to use. Mixing favourable figures from different sets of controls is a common trap. For a pool, the landscape calculation does not count pool or paving as retained garden, so show the pool, coping, paths and any new roof together in one area schedule instead of counting the lawn twice. A new bedroom above existing rooms is judged under separate boundary and privacy rules from a ground floor addition. A complying development certificate (CDC, the fast-track route under state rules) is available only where the mapping allows. CertifiBuild pulls the current plans and survey first.

Local questions
Questions we hear about this suburb.
No two lots in Carnes Hill are the same. Give us your address and we will check every map that affects it.
See the council pageDoes the Carnes Hill release DCP cover my house?
Part 2.2 covers mapped land in the release area, but its sections do not all apply equally. Some residential standards refer to a defined area on a figure, so match your lot to the map and your approved plans before using any number from the chapter.
Will a pool use up my landscaped area?
It can. For a proposal under the fast-track framework, the landscaping calculation excludes pools and paving, so the garden you already count for your original approval cannot be counted twice. Show the pool, coping, paths and any new roof in one area schedule and test the whole site.
Can I add a bedroom upstairs over my living room?
Often, but an upper-floor addition is assessed differently from a ground floor one, with its own boundary and privacy requirements. The existing outer wall is not automatically the permitted line for another storey. Retrieve the current plans and survey before assuming it can go up.
