Willoughby City Council

Private building certifier in Chatswood

Behind the Chatswood towers sits a large belt of low density housing. CertifiBuild certifies the houses, granny flats, pools and outbuildings there, and heritage or bushfire mapping is often the first check.

Chatswood's houses beyond the commercial core

A big suburb with a residential hinterland

Chatswood covers about 492 hectares, the largest suburb in Willoughby. Flats dominate, at 6,442 of 9,524 occupied homes in 2021, yet 2,660 separate houses remain. Around half the land is still zoned low density residential. A typical house lot is capped at 8.5 metres high, with floor area up to 0.4 times the site (0.4:1). Those are the values seen most often across Chatswood. Heights in the core are a different story and are partly expressed as reduced levels above a survey datum, so read the unit on the map.

Heritage and bushland

Five conservation areas take in about 22% of Chatswood, roughly a fifth. They include Blue Gum, Harwood Avenue, the Findlay and Wyvern Avenues area, plus a northern and a southern Chatswood area. The house called Hilton is on the State Heritage Register. Bushfire mapping covers around an eighth of the land, mainly along the bushland fringes.

The station and state housing

The state housing plan does not list Chatswood station. For the Low and Mid-Rise Housing Policy, the catchment is measured differently, from the town centre on the map, which takes in the commercial core. Walking distance from that boundary is what counts.

Common projects and how they get approved

What owners build here

Most of our Chatswood work sits in the leafy streets around the centre. Typical Class 1 and 10 jobs include:

  • Ground floor extensions and new upper levels on low density house lots.
  • Alterations to homes inside the five conservation areas, usually through a DA.
  • Granny flats on residential lots that meet the state size and width rules.
  • Pools and outbuildings, with bushfire checks on lots near the bushland edges.
  • Knockdown rebuilds on larger blocks outside the heritage areas.

Apartments, plus the centre's shops, offices and shop-top premises, are other building classes and need a different certifier.

How approval usually works

A house clear of the conservation areas and bushfire land can often use a CDC (a quick approval under state rules). Inside a conservation area, most additions need a DA. On bushfire prone land, the state bushfire planning guide applies, and you will need a report rating the site's bushfire attack level. Bushfire land also sits outside the reach of the state mid-rise housing changes. If you are near the core, check whether the town centre catchment reaches your lot by actual walking route. Design excellence and lot consolidation rules apply to towers, not homes. CertifiBuild sorts the residential controls from the centre controls for your lot, so a house job is not tangled up in rules written for high-rise sites.

Do the state’s mid-rise housing rules apply near Chatswood station?

Not from the station itself, because Chatswood station is not on either station list in the state’s housing plan. For the Low and Mid-Rise Housing Policy, the catchment is measured from the town centre shown on the map, which covers the commercial core and takes in the station area anyway. That means homes near the core can still be caught, depending on the real walking route from that boundary. Bushfire prone land is left out regardless. Check your walking distance and mapping before assuming the rules reach your lot.

Why are some Chatswood heights shown as reduced levels?

Because Chatswood’s height map uses two different measures. Most house lots are limited in metres above the ground, typically 8.5 metres. In the commercial core, many limits are written as reduced levels, which are heights above a fixed survey point rather than above your ground. The two cannot be compared side by side. Check which unit applies to your lot before reading the number. If it is a reduced level, your surveyor can compare it with your ground levels to show the real height available.

How much of Chatswood is bushfire prone?

About an eighth of Chatswood carries bushfire mapping, mostly along the bushland fringes. Where your block is affected, new building work needs a report rating its bushfire attack level, prepared under the state’s bushfire planning guide. That rating shapes materials, glazing and sometimes siting, so order it before the drawings are locked in. Bushfire land also sits outside the state’s mid-rise housing changes. Pools and outbuildings near the bush edge need the same check. Your planning certificate will confirm whether your block is mapped.
