Private building certifier in the Willoughby City Council area

CertifiBuild certifies homes, additions, pools and granny flats across Willoughby. The main local issue is C4 Environmental Living zoning, which covers Castle Cove, Middle Cove and Castlecrag. It sets tighter rules on floor space, gardens and trees than the residential land next door.

The C4 bushland suburbs

About one seventh of Willoughby, roughly 14 per cent, carries a C4 Environmental Living zoning. The zone takes in Castlecrag, Middle Cove, Castle Cove and Northbridge, plus part of Chatswood West. The development control plan (DCP), which holds council's detailed design rules, has a dedicated section for the zone.

On C4 land, the FSR cap is 0.25:1. Neighbouring low density residential land allows 0.40:1. Floor space ratio compares the floor area of a building with the area of its lot. For smaller and medium C4 lots, this ratio is normally the limit that bites first. For bigger lots, the landscaped area rule applies instead, climbing toward 50 to 55 per cent.

Trees, rock and digging

Buildings must keep three metres or more away from any tree marked for retention. Closer than that, only light works such as paths, driveways or fences are allowed, with very little digging. Excavation depth is also capped near boundaries. Natural rock and significant trees have to be retained.

Granny flats and bushfire

C4 land cannot take the state pathway for granny flats. Council can still approve one through a development application (DA). A site of 450 square metres or more is required.

Around a quarter of Willoughby is bushfire prone. In Middle Cove and Castle Cove, it is roughly three-quarters. Those lots need a bushfire attack level (BAL) assessment, which rates exposure to embers and flame.

The Willoughby Local Environmental Plan 2012 is the main rulebook. Detailed rules sit in the Development Control Plan 2023. In Willoughby East, where lots are more regular, typical jobs are extensions, pools and granny flats.

Living and building in Willoughby's suburbs

Castlecrag

Castlecrag contains the Griffin conservation area, which takes in roughly 35% of the suburb. It tops the council with four houses on the State Heritage Register. The old Griffin era covenants on stone and native planting have no force as planning rules today. Foreshore area covers roughly 27% of the suburb, and roughly 44% is mapped bushfire prone. On conservation area or foreshore land, the housing codes cannot be used. On bushfire prone land, a new house under those codes needs a bushfire attack level of BAL-29 or lower.

Northbridge

Northbridge opened up after the suspension bridge over Long Gully was completed in 1892. Many Federation and Californian bungalows survive along the flatter streets on the ridge. Owners there often add pools, attic rooms or additions at the rear. On the escarpment, homes step down the slope. Near Middle Harbour, a deck, pool or boatshed generally needs a development application because the foreshore building line applies.

Artarmon

The state low and mid-rise housing rules list Artarmon station by name. It has the council's largest conservation area, covering roughly 36% of the suburb. The state rules leave out heritage items, yet still apply in conservation areas. A separate map restricting dual occupancy applies to roughly 21% of the suburb, so check it first. Sites less than 800 metres from the Marsden Street tunnel ventilation stack have controls of their own too.

Willoughby

The suburb of Willoughby has no environmental living land at all. Two items are on the State Heritage Register: the Incinerator in Small Street and Laurel Bank in Penshurst Street. Work affecting either one needs Heritage NSW sign-off on top of planning approval. Separate houses were roughly 57 per cent of lived-in homes.

All council areas

Why is the floor space limit lower in Castlecrag?

Because large parts of Castlecrag fall under C4 Environmental Living rules, which set a floor space limit of 0.25:1. In plain terms, total floor area can be a quarter of the lot area, compared with 0.40:1 on nearby low density land. For small and medium lots, this ratio usually limits house size first. On bigger lots, the landscaped area rule takes over, climbing to around half the site or a little more. Castlecrag also has the Griffin conservation area and mapped foreshore and bushfire land. Send us your survey and tree locations, and we will work out your figures.

Can I build a granny flat in Middle Cove?

Possibly, though Middle Cove lots under C4 Environmental Living rules cannot use the state granny flat pathway. Instead, you would lodge a development application (DA) with council, and the site needs 450 square metres or more. Roughly three quarters of Middle Cove is also bushfire prone, so a bushfire attack level (BAL) assessment will likely be needed to set construction standards. Tree retention and rock outcrops can also limit where the granny flat sits. Bring your survey with trees marked, and we will check the options.

In Willoughby, how far from trees must I build on C4 land?

Keep buildings three metres or more clear of the trunk of any tree marked for retention. Inside that zone, only light works are allowed, such as paths, driveways or fences, and digging must be kept to a minimum. Willoughby’s C4 rules also limit how deep you can dig near boundaries, and natural rock and significant trees have to stay. These limits often decide where a new room, pool or granny flat can go, so tree positions should be on your survey from the start. Send it through and we will map the tree zones before design begins.
