Private building certifier in Edmondson Park

Edmondson Park is a patchwork of estates, so we begin by finding the precinct document that governs your lot. Here CertifiBuild certifies new homes, patio roofs, pools and studios above garages.

Edmondson Park: two precinct rulebooks

A newer suburb with mixed housing

Edmondson Park is mostly detached homes, but townhouses, semi detached homes and apartments also make up a real share of the housing. That mix matters because shared walls and strata ownership change what an owner can do. Large parts of the suburb came from planned release estates, and each one has an approved layout, landscaping scheme and set driveway positions.

The South DCP

A separate DCP for Edmondson Park South took effect on 12 December 2012. Within the area that plan maps, Liverpool's general DCP section for this land is switched off. Outside that map, other Liverpool precinct chapters may govern. Check the map first rather than copying the setbacks or garage layout next door.

Envelope and siting plans

Many South DCP lots come with an envelope and siting plan prepared at subdivision. It can show how buildings relate, the levels, services, maintenance easements and even where a studio may go. Small lots and standard lots have different controls, so be sure you are reading the correct set. Where older instrument names appear in the document, current state planning law takes priority.

What owners build here

Most Edmondson Park homes are young, so owners tend to add outdoor living and extra rooms rather than knock down and rebuild. Typical jobs we certify include:

  • New detached homes on remaining release lots, designed to whichever precinct controls govern the lot.
  • Pools added after handover, assessed against the developed lot as a whole, including barrier and paving.
  • Patio and alfresco roofs designed so the yard keeps enough sun and private open space.
  • Bedroom additions on homes with little spare site coverage or parking room.
  • Studios over garages on qualifying lots that front a lane or a second street.

How approval usually works

Pin down the precinct, then use the lot's mapping to check if a CDC (a quick approval under state rules) can work or council consent through a DA is needed. On South DCP lots, retrieve the envelope and siting plan before redesigning anything. Enclosing an alfresco area or pushing a garage wall out can clash with an easement or service location even when it fits inside the fences. The South DCP expects a studio to have frontage to a back lane or secondary street and to include privacy measures, so resolve frontage, access and use as a package. Townhouse owners should confirm ownership and shared structure early. Apartment work is outside our scope. CertifiBuild reads the precinct and subdivision documents up front and keeps inspection bookings aligned with your builder.

Is Part 2.11 the right DCP for every Edmondson Park lot?

No. Edmondson Park South has its own development control plan (DCP), in force since 12 December 2012, and inside its mapped area it switches off Liverpool’s general Part 2.11. Lots outside that map may fall under other Liverpool precinct chapters instead. Before settling setbacks or where the garage goes, find where your lot sits, then read the correct document with current state provisions and your subdivision approvals. Copying the house next door is risky, because neighbouring estates in Edmondson Park can sit under different controls.

Is a studio above my Edmondson Park garage allowed?

Possibly, if your lot and the intended use satisfy the South development control plan (DCP). That plan expects a studio to front a rear lane or secondary street and to include measures protecting neighbours’ privacy. An existing garage footprint answers only part of the question, so look at access, outlook and the outdoor space of adjoining lots as well. The lot’s envelope and siting plan may also show where a studio was anticipated. Gather those subdivision documents and confirm frontage and use before paying for detailed drawings.

Where do I find my lot’s envelope and siting plan?

For most lots under the South development control plan (DCP), it sits among the subdivision approval documents. Your conveyancer, the developer or Liverpool City Council may be able to supply the approved version. The plan can show levels, maintenance easements, services, how buildings relate and where private open space was intended, and small lots and standard lots carry different controls. An enclosed alfresco or a garage wall pushed outward can clash with those arrangements even when it fits inside the fences. Retrieve it before you redesign anything.
