Central Coast Council

Private building certifier in Hamlyn Terrace

Much of Hamlyn Terrace grew from a single release area, so the original estate approvals explain a lot. CertifiBuild certifies pools, alfresco roofs, sheds, garages and second-storey additions here.

Local rules

Hamlyn Terrace: a release area, now mostly built

The former release area

Chapter 5.37 of Central Coast Council’s Development Control Plan (DCP, council’s detailed design rules) covers the old release area, which includes parts of Hamlyn Terrace, Woongarrah and Wadalba. It notes that most developable land there has already been built or approved. That is a better description of the suburb than a brand new estate.

Mostly detached

About nine in ten homes were separate houses in the 2021 Census, with a smaller group of townhouses and semis. Typical jobs are therefore additions and outdoor works on established lots.

Two chapters, two areas

The Louisiana Road infill area falls under a separate chapter, which Chapter 5.37 refers to. Which one governs your lot matters more than any suburb-wide description.

Common projects and how they get approved

What owners build here

Hamlyn Terrace homes are established, so most work improves them. Typical jobs we certify include:

  • Pools and barriers.
  • Alfresco roofs and covered outdoor areas.
  • Garden sheds and garages.
  • Second-storey additions.
  • New homes on remaining infill lots.

How approval usually works

Streetscape plans in the release area coordinated retained trees, driveway positions and house alignments, so the original documents can explain why a garage or alfresco cannot go where you first expect. Draw your proposal against that approved arrangement. Planned open space and drainage corridors are not spare building land, and tree removal in them needs council approval, so do not extend a yard, access or work area onto land that merely looks vacant. Where the codes allow, the job can go through as a complying development certificate (CDC, the fast-track route under state rules). Otherwise a development application comes first. CertifiBuild checks the estate approvals and chapter first.

Does the Louisiana Road infill chapter still apply in Hamlyn Terrace?

Council’s plan lists a separate chapter for Louisiana Road infill development, and the release area chapter refers to it. Check the current index of the DCP, not a saved pack, to confirm which chapter covers your lot, then read your original consent conditions.

Why can’t I put my garage where I want it?

On lots in the release area, streetscape plans fixed driveway positions, retained trees and house alignments at subdivision stage. Your original approval documents can show why a tree or access point was kept. Test a new garage or alfresco against that arrangement before the foundations are designed.

Can I use the open land behind my fence?

Not unless it is yours. Planned open space and drainage or environmental corridors are separate from private lots, and removing trees in them needs council approval. Establish the actual boundaries before extending a yard or setting up for construction.
