Private building certifier in the Central Coast Council area
CertifiBuild certifies new homes, decks, pools and sheds across the Central Coast. Along the beaches and lagoons, the key local issue is coastal hazard. Lots mapped for coastal hazard cannot use a code-based approval, so that map is checked first.

What shapes approvals here.
A long coastline with lagoons behind
Over 80 kilometres of open coast runs along the Central Coast. Lagoons and lakes sit behind it, among them the Terrigal and Avoca lagoons and Tuggerah Lakes. On low-lying and beachfront land, erosion and sea inundation shape what you can build. Erosion is different from flooding. It is the slow loss of land as the shoreline moves back. So for beachfront lots, our first check is the map of coastal hazards.
Coastal hazard and your approval route
A complying development certificate (CDC) is a code-based approval a private certifier can issue. Land mapped as a coastal hazard area cannot use this route. There, even a deck or pool may need a development application (DA) to council. A coastal hazard assessment normally goes with it. A few streets inland, the same work may suit a CDC.
One plan, with one exception
The Central Coast Local Environmental Plan (LEP) 2022 is the main planning rulebook. The Central Coast development control plan (DCP) 2022 holds the detailed design rules. Together they apply one set of rules across the merged council area. The one exception is the Gosford City Centre, which a state policy for precincts controls.
Slopes and bushfire
Most suburbs contain some bushfire prone land. On mapped lots, a bushfire attack level (BAL) assessment decides how the home must be built. Stepped extensions often fit steep waterfront lots, such as those at Woy Woy Bay. In Wyoming, some older homes are built over garages on sloping blocks. The 2021 Census counted 78.4% of homes here as separate houses. As a first step, send us your survey, plans and planning certificate so we can check coastal and bushfire maps.
Local know-how
Central Coast suburbs and the local detail that matters
Woy Woy and Umina Beach
The peninsula is flat and sandy, but sand does not always drain well. Council's 2023 flood plan for the peninsula connects rain ponding on low land with a shallow water table. So we obtain the lot's flood information and a levels survey ahead of setting floor heights or a soakage system.
Both suburbs also have many villas and townhouses. Work on these can affect common property, so the owners corporation must approve it, on top of a planning approval. In Umina Beach, some bungalow streets have rear lanes, and the lane side of an addition is assessed too.
Terrigal
Away from the beach, Terrigal climbs onto wooded ridges. Older timber bungalows and light homes on pole footings are common there. There is a dedicated chapter for the village centre that considers how buildings look from the beach and from the slopes behind. Any added deck or upper level is assessed against the windows and views next door.
Kincumber
In 2021 about 30% of homes in Kincumber were attached, many inside estates served by narrow private driveways. Enclosing a carport there may affect walls, pipes or driveways that neighbours share. Near the historic Manasseh Frost House, a dedicated chapter protects the cottage and its view from Avoca Drive. Nearby additions are tested against a defined view plane.
Wyong
Wyong grew after the railway arrived around 1887. Its town centre chapter describes modest timber houses and directs infill behind existing homes, with some larger houses in prominent positions. Even when work is beside a heritage item rather than on it, a statement on heritage impact may be required.
Why Central Coast owners and builders pick CertifiBuild
CertifiBuild has practical experience with the Central Coast's single LEP and the local chapters beneath it. On each lot, we review the flood, coastal, bushfire and heritage layers before the plans are fixed. We know which town centre or character chapter applies and how it works with the state codes. Expect prompt replies and inspections booked to match your build program. We certify homes and Class 10 structures only, from carports and decks to backyard pools.

Local questions
Questions we hear in this area.
No two lots are alike. Share your address and we will review the maps that cover it.
All council areasCould a pool near Wamberal or Terrigal qualify for a CDC?
No, not where mapping identifies the lot as coastal hazard land, since that rules out the complying development certificate (CDC) route. The pool then needs council consent through a development application (DA), usually supported by a report on coastal risk. Wamberal and Terrigal sit beside lagoons and open beaches, where erosion and sea inundation are the main concerns. A few streets back from the shore, a similar pool could still qualify for a CDC when it complies with the code. Look up the coastal hazard map for your address first, then speak to us about the pathway.
Does the council LEP apply in Gosford City Centre?
No. The Central Coast Local Environmental Plan (LEP) 2022 does not apply within Gosford City Centre. That precinct is controlled by a state policy for precincts instead. Everywhere else in the merged council area, the LEP 2022 and the Central Coast development control plan (DCP) 2022 provide one consistent set of rules. So a site in central Gosford is read against the state policy, while a lot in surrounding suburbs uses the council plans. Confirm which instrument covers your address on the planning certificate before design work starts, so the right controls are applied.
Which extension works on a steep block at Woy Woy Bay?
Extensions that step down the slope usually work well on Woy Woy Bay’s narrow waterfront blocks, better than one large flat floor, because each level can follow the natural grade. Before design starts, we check two maps. The bushfire map matters because most Central Coast suburbs contain some bushfire prone land, and a bushfire attack level (BAL) assessment then sets construction standards. The coastal hazard map matters because mapped land cannot use a complying development certificate (CDC). A survey with levels gives your designer a sound starting point.
