Central Coast Council

Private building certifier in Lake Munmorah

Lake Munmorah sits largely over a mine subsidence district. It also has precinct rules covering the shops and a highway estate. Where your lot sits decides which rules apply.

What to know before building in Lake Munmorah

Almost all freestanding houses

Lake Munmorah had 2,409 private dwellings and 5,084 residents at the 2021 Census. Of the occupied ones, 96.5% were detached houses, 1.9% townhouses and 1.2% apartments. So additions, pools and sheds make up most local building work. Strata rules only come into play for the few attached homes.

Two precinct chapters, two different areas

Central Coast Council's Development Control Plan has a chapter for the shopping village where Tall Timbers Road meets the highway. It deals with shop access, deliveries and parking. It bans rooftop parking and keeps delivery trucks apart from customer traffic. A second chapter covers a housing estate on the Pacific Highway, from number 285 through to 325. There, stormwater must leave the nearby wetland no worse off in water quality, flow volumes and groundwater, and drainage assets stay in shared ownership unless council agrees to take them. Neither chapter applies to the whole suburb.

Mine subsidence and conservation land

Official maps place about 75.3% of the suburb within a mine subsidence district, the one named Swansea North Entrance. About 7.1% is in Munmorah State Conservation Area. Each boundary serves its own purpose, so each lot needs checking against both.

What owners build here

Common Class 1 and 10 work in Lake Munmorah includes:

  • Extensions and knockdown rebuilds. Where the subsidence district covers the lot, footings must follow the assigned guideline.
  • Swimming pools. These also need a subsidence check where mapped.
  • Garage changes and patio roofs. Watch boundary setbacks and roof stormwater.
  • New homes in the highway estate. Your design must suit the building pad and drainage set for that stage.

Fitting out shops at the village is commercial work and sit outside our Class 1 and 10 scope.

How approval usually works

Many house projects here can use a CDC, which is a quick approval a certifier issues when the design meets fixed state standards. If a constraint on the lot blocks that, you apply to council with a development application and then obtain a construction certificate. A state-made DCP applies to urban release land as well. A draft layout for the subdivision is no evidence that a stage has consent or can take a house yet.

For a lot in the subsidence district, Subsidence Advisory NSW must grant an exemption or approval as a separate step. Sort it out alongside the planning pathway, not after. Send your survey, title and structural plans first. CertifiBuild will map your lot, name the steps it needs and inspect each stage of the build.

Is my Lake Munmorah lot inside the mine subsidence district?

Possibly. Official mapping shows roughly 75.3% of local land falling in a mine subsidence district, the one called Swansea North Entrance, but not every lot is covered. Check the official district map against your exact address. On an affected lot, footings have to follow the assigned guideline, while Subsidence Advisory NSW must grant an approval or exemption as a separate step. Sort that out alongside the planning pathway, not after. Send your survey, title and structural plans so the district and guideline can be confirmed before engineering is finalised.

Does the highway estate drainage rule affect my house plans?

Only for lots in the mapped estate on the Pacific Highway, numbers 285 to 325. The council DCP chapter for that estate requires stormwater to leave the nearby wetland no worse off in water quality, flow volumes and groundwater. Your house therefore has to suit the building pad and drainage set for its stage. Drainage assets stay in shared ownership unless council agrees to take them. A draft subdivision layout does not prove a stage has consent or can take a house yet, so confirm that first.

Can I build a granny flat on a typical Lake Munmorah block?

Often yes. Nearly every Lake Munmorah home is freestanding, so granny flat questions are common. Which approval route fits depends on the block’s area, its width, the zoning and anything mapped over the land. A complying development certificate (CDC) suits many designs that meet the fixed state standards; if yours does not, lodge a development application (DA) with council. Inside the subsidence district, resolve the structural design and the approval needed from Subsidence Advisory NSW too. Start with a survey plotting the house, driveway and remaining yard.
