Middle Cove: bushland lots on Middle Harbour
A small suburb of family homes
Middle Cove covers about 104 hectares. Of 426 occupied homes in 2021, 413 were separate houses. The council's development control plan (DCP) groups it with Castle Cove as one locality. Around four fifths of the land carries environmental zoning, with conservation at about 45%. Environmental living, or C4, takes about 33%. No other Willoughby suburb has a larger environmental share.
Lot sizes and floor space
C4 land allows buildings up to 8.5 metres, and floor area may not exceed one quarter of the site area. The minimum subdivision size on most C4 lots is 740 square metres, larger than in neighbouring suburbs. It affects both subdivision and second dwellings. On C4 land, the DCP wants at least 700 square metres before two attached homes can share a lot, and 900 square metres if the two homes are detached.
Bushfire and foreshore
Bushfire prone mapping covers close to three quarters of Middle Cove. Nearly half sits seaward of a foreshore building line. No conservation area applies in Middle Cove, and its four listed heritage items, including Glenaeon School, are of local significance only.

What owners build here
Nearly all work here involves a house on a treed, sloping block. Typical Class 1 and 10 work includes:
- Additions and alterations to detached homes, which make up nearly all the housing.
- Replacement homes, shaped by bushfire construction and landscape area rules.
- Pools, decks, sea walls and retaining, kept behind the foreshore line.
- Upgrading older homes to current bushfire construction standards.
- Granny flats on C4 land, assessed on merit by DA, not under the state pathway.
Every one of these begins with a detailed survey of trees, slope, rock and levels.
How approval usually works
The state housing codes are closed to foreshore land entirely. On bushfire land, the Rural Fire Service's bushfire planning guide applies, and a code-assessed new home needs a site rating of BAL 29 or lower. (A CDC is the fast-track approval under state rules.) If the mapping clips only one corner of a block, the clear remainder can sometimes still be assessed as complying, which is often how CDC work happens here. Otherwise it is a DA. Landscape rules set the footprint early: deep soil, retained trees with a three metre clearance, and limits on fill and excavation near them. CertifiBuild maps bushfire, foreshore and tree constraints over your block before design, so the house is planned around them.

See the council pageDo the state mid-rise housing changes reach Middle Cove?
Only in a limited way. Middle Cove sits more than 400 and 800 metres from any mapped town centre or listed station, so the walking catchments that unlock extra height and density do not reach it. The one part that still applies is the dual occupancy provision on R2 land, because it needs no catchment, and that still requires consent. Around four fifths of Middle Cove carries environmental zoning anyway, with conservation at about 45% and C4 environmental living at about 33%. For everything else, Willoughby’s local plan and development control plan set the rules.
Is a granny flat possible on Middle Cove C4 land?
Yes, though the state granny flat rules will not help, because they only cover residential zones. In Middle Cove, Willoughby’s local plan lets a secondary dwelling go on C4 land with council consent, so you need a development application (DA) judged on its merits. The plan also caps the flat’s size and sets a smallest site area. Bushfire prone mapping covers close to three quarters of Middle Cove, and nearly half sits seaward of a foreshore building line, so either can shape where the flat can go. Survey trees, slope and levels before sketching a layout.
How big must a lot be to subdivide in Middle Cove?
On most C4 land in Middle Cove, new lots cannot be smaller than 740 square metres, though a few areas sit lower at 650 or 550. That beats neighbouring suburbs, so fewer blocks can be split. It also affects second homes: the development control plan looks for at least 700 square metres before two attached dwellings can share a lot on C4 land, and 900 square metres if they are detached. Buildings there top out at 8.5 metres, and floor area at one quarter of the block. Confirm your lot’s mapped minimum and exact area from a survey first.
