City of Parramatta
Private building certifier in Northmead
In Northmead, CertifiBuild handles approvals and inspections for houses, granny flats, garages, pools and decks. Owners often first ask whether Westmead planning changes their block. It does not rezone anything by itself.

Farm land that became suburbs
The original northern section of the old Government Domain is where the suburb now sits. Poultry farms, orchards and market gardens came first. Housing followed from about 1911, and the Northmead Estate went to auction in November 1914. Later decades added townhouses and flats, so there is no single typical block. Old surveys and approvals often show how a home has changed since it was built.
Westmead strategy versus the LEP
The State's Westmead Place Strategy for the health precinct takes in a portion of Northmead. According to the State, the strategy itself changes no zoning. Your Local Environmental Plan (LEP, the council's zoning rules) maps still decide what a residential lot can do.
Creeks and old quarries
Several waterways, Darling Mills Creek among them, run through the area, and the suburb has a long quarrying past. If a lot borders a waterway or carries a mapped constraint, the waterways chapter of the DCP may influence the design. Other homes should not assume a flood or bushfire tag just because a reserve is nearby. Ask council for the property information that applies to your own parcel.

Common projects and how they get approved
What owners build here
With its mix of older detached houses and attached dwellings, Northmead sees a steady flow of home projects. Common jobs include:
- Rear additions to older homes, tied into the existing structure and whatever yard remains.
- Granny flats, which the DCP treats separately from the main house.
- Knockdown rebuilds on established lots, where old approvals help explain past changes.
- Garages, carports and decks, sited clear of any creek setback.
- Changes to townhouses or semis with shared walls and common services.
Flats and medical fit-outs sit outside Class 1 and 10, which means a certifier holding registration for those building types must handle them. Health precinct planning nearby does not turn a house into a clinic site.
How approval usually works
A granny flat in Northmead can be eligible for a CDC (the State's streamlined code approval) where the lot meets every code standard. Meeting a local DCP rule is a different test from CDC eligibility. If it does not, you lodge a DA with council, then obtain a construction certificate. Before lodging, show everything on one plan: the granny flat, the existing house, the driveway, landscaping and leftover outdoor space. If the site touches a creek, confirm setbacks, drainage and any environmental reports before placing the building. Do not rely on a neighbour's approval, because flood and vegetation conditions can differ lot to lot. CertifiBuild knows how the City of Parramatta rules apply to houses and granny flats, and points out lot constraints before your drawings are finalised.

Local questions
Questions we hear about this suburb.
No two lots in Northmead are the same. Give us your address and we will check every map that affects it.
See the council pageDoes the Westmead plan let me build higher in Northmead?
No, not by itself. Part of Northmead falls inside the Westmead health precinct strategy, yet according to the State that document does not alter any zoning. What a residential lot can do still comes from the City of Parramatta local environmental plan (LEP) maps and any amendment made since. A strategy describes where the area is heading, while each building project still has to be approved on its merits. Check the current maps for your lot before assuming extra height or density.
Is my Northmead block flood affected because a creek is close?
Not automatically. Several waterways run through Northmead, Darling Mills Creek among them, but living close to a creek is not proof that flood rules affect your lot. Treat it as a prompt to obtain the property information council holds for your parcel. If a constraint is mapped, the waterways chapter of the development control plan may shape the design, so sort out floor levels, drainage and creek setbacks before the footprint is locked in. Conditions can change from one lot to the next, which is why a neighbour’s approval tells you little.
Can I fit a granny flat behind an older Northmead house?
In many cases, yes, though the lot decides. A granny flat can qualify for a complying development certificate (CDC) where every code standard is met. Otherwise, you lodge a development application with council. The development control plan treats granny flats separately from the main house, and meeting its rules is a different test from CDC eligibility. Draw one plan showing the new dwelling, the older house, the driveway, landscaping and the backyard left over.
