Private building certifier in the City of Parramatta area
Throughout the City of Parramatta, CertifiBuild certifies house work and outbuildings. The good news is that one set of plans now covers nearly the entire council. The main exceptions are Sydney Olympic Park and flood-affected land along the river.

What shapes approvals here.
One plan for the whole council
The City of Parramatta took its current shape in 2016, combining land from five former councils. For years, the rules depended on which former council your lot sat in. That has now been fixed. The Parramatta Local Environmental Plan 2023 (LEP) replaced all five old plans. The Parramatta Development Control Plan 2023 (DCP) replaced the old design rules too. Older approvals may cite the earlier plans. New work is assessed under the 2023 controls.
Sydney Olympic Park is different
Sydney Olympic Park lies within the council area yet is governed by state rules. A state policy and master plan set the zoning and approval path there. If your project is in the park, the council LEP and DCP do not apply.
River and flood land
Parramatta sits where the tidal part of the Parramatta River ends. Flood and foreshore controls can apply to the lower land beside the river. Your council planning certificate states whether it is a flood control lot. A complying development certificate (CDC) can still be possible on such a lot. The design must comply with the flood rules in the state code.
Suburbs with their own quirks
Winston Hills developed from the Model Farm Estate, which was opened in 1965. Lots there are often shallower and wider than normal, along curving streets with gully parkland. On a shallow block, building up often makes more sense than stretching the house back. Wentworthville was subdivided following an auction in 1881 and now has a mix of house types.
Send us your survey, plans and council planning certificate. We will check flood and heritage status before you finalise the design.
Local know-how
Four Parramatta suburbs, four different starting points
Newington
Newington was the Sydney 2000 athletes' village, and the DCP sets separate rules for its housing types. Standard lots, courtyard homes, terraces and other lot types each have their own layouts. Pergola and garage designs must also fit the estate's architecture. A courtyard often serves the living room and shares sunlight with neighbours. Building a room or roof over it can upset how the home works, even when the addition is small.
Harris Park
Most Harris Park homes are apartments. Yet the conservation area at Harris Park West keeps small cottages on narrow lots with rear lanes. Most were built before 1895. The DCP expects garages at the back, reached from the lane. Dormers and attic rooms are subject to specific heritage limits, so we record the existing roof first. A new front driveway can also clash with the lane-based layout.
Epping
Epping's centre has towers on both the west and east sides of the railway. The conservation area at Rosebank Avenue is very different. It is an interwar subdivision built between 1929 and 1942, with single storey houses, roofs and gardens protected. An addition there takes its cue from the house, not the towers nearby. Older Epping streets see rear extensions, roof repairs and new garages.
Dundas Valley
Dundas Valley grew out of a 1950 Housing Commission estate and became a suburb in 2007. We check the frame and footings first, before any upper floor is added. Close to the Ponds Creek network, floor levels may be set by council's flood or overland flow data. A duplex is assessed under a dedicated DCP section, not only the house rules. Roughly 30% of homes are already townhouses or semis.
Why Parramatta owners and builders choose CertifiBuild
We only work on homes and Class 10 structures. Estate houses, cottages and backyard projects get our full attention. We check precinct sections, heritage maps and flood information for your lot early. We know how the new Parramatta DCP applies across its many local sections. Builders receive prompt replies, and inspections are booked to match their program. We explain any council-specific issue in plain language.

Local questions
Questions we hear in this area.
No two lots are alike. Share your address and we will review the maps that cover it.
All council areasMy approval paperwork mentions an old council plan. Is that a problem?
No, it is normal. Today’s City of Parramatta brought together land from five former councils when it was created in 2016, so older approvals often cite one of the plans used back then. Those old plans have been replaced. The Parramatta Local Environmental Plan (LEP) 2023 and Parramatta development control plan (DCP) 2023 now cover nearly all of the council, and new work is assessed under them. The main exception is Sydney Olympic Park, where state rules apply. Keep your old approval handy, as it still shows what was legally built.
Is a pool possible on a flood-affected lot close to the river?
Possibly. A flood control lot can still use a complying development certificate (CDC), although the pool design must meet the flood rules in the state code. Parramatta sits where the tidal part of the Parramatta River ends, so lower land beside the river can carry flood and foreshore controls. Your planning certificate confirms the flood status for your address. If the pool cannot meet the code’s flood rules, a development application (DA) goes to council instead. Send us the certificate and a site survey before choosing the pool location.
Should I extend out or up on my Winston Hills block?
Often up. Many Winston Hills blocks, laid out after the opening of the Model Farm Estate in the mid 1960s, are broad but not very deep, set along curving streets near gully parkland. On a shallow block, a long rear extension can swallow most of the backyard, which is why building upward tends to work better. Height and setback rules still apply under the Parramatta development control plan (DCP) 2023. An engineer should also confirm the existing frame and footings can carry an upper floor. Send us your survey and we can compare both options.
