Private building certifier in Willoughby
The suburb of Willoughby has no environmental living zoning, which opens up more pathways than nearby bushland suburbs. CertifiBuild certifies houses, granny flats, pools and outbuildings across its mostly low density streets.

Willoughby: low density streets and civic heritage
A conventional residential mix
Postcode 2068 covers three gazetted suburbs. They are North Willoughby, Willoughby East and Willoughby itself, and each is governed separately. In 2021, the suburb of Willoughby had 1,406 separate houses, 788 flats and 265 semis or townhouses among occupied homes. Low density residential zoning applies to roughly 65% of the land. Environmental living and environmental conservation zones are absent from the suburb. Most mapped house lots are limited to 8.5 metres in height and an FSR of 0.4:1, and almost every lot has a 550 square metre subdivision minimum.
Heritage
Conservation areas cover about one tenth of Willoughby, shared fairly equally by Artarmon and South Chatswood. Two items on the state heritage list sit here: Walter Burley Griffin's Incinerator in Small Street and Laurelbank in Penshurst Street. Local listings include schools, the Bridgeview Hotel and St Stephen's Church.
Other local controls
On the old Willoughby Market Gardens site, all dwellings combined may not exceed a total floor area cap of 16,000 square metres. Around 8% of the suburb is subject to a dual occupancy restriction. Very little land is bushfire mapped, and no foreshore exists.

Common projects and how they get approved
What owners build here
Since detached homes are the majority, household projects are standard. Typical Class 1 and 10 jobs include:
- Second storeys and rear extensions on the many detached houses.
- Granny flats, which may go through the state approval route because the land is residential, not C4.
- Changes to terraces and semis, roughly one in every nine homes.
- Pools, sheds and garages on ordinary suburban blocks.
- Full rebuilds on lots beyond the conservation areas.
Flats and shop-top buildings among the Willoughby Road shops fall beyond Class 1 and 10. Those need a separately registered certifier.
How approval usually works
With no C4 land, the general residential controls govern and a CDC, a fast-track approval under state rules, is often available for houses and granny flats. Check first whether your lot falls in the South Chatswood or Artarmon conservation area, since that rules out most complying work. If you are near Artarmon, confirm whether controls around the Lane Cove Tunnel air stacks reach your lot. The stacks that count are on Marsden Street and Sirius Road. Gore Hill is not on that list. For an item on the state register, Heritage NSW must also approve the work, and its process has a separate timeline. CertifiBuild checks heritage, dual occupancy and stack mapping over your address early, so the simplest valid pathway is chosen.

Local questions
Questions we hear about this suburb.
No two lots in Willoughby are the same. Give us your address and we will check every map that affects it.
See the council pageDo the C4 environmental living controls apply in Willoughby?
No. Willoughby the suburb contains no C4 environmental living zone, so the part of council’s development control plan (DCP) written for that zone never applies here. Your project follows the general residential controls instead. That opens a useful option: a granny flat may be approved through the state complying development route, which isn’t available on C4 land in nearby bushland suburbs. Before relying on it, find out if the South Chatswood or Artarmon conservation area covers your lot, since that rules out most complying work. Most mapped house lots here are limited to 8.5 metres in height.
Which tunnel ventilation stacks matter for Willoughby homes?
Only two Lane Cove Tunnel stacks count: Marsden Street in Artarmon and Sirius Road in Lane Cove West. Council’s special controls reach 800 metres out from each. Gore Hill is often assumed to be a third, but that name refers to a heritage cemetery, not a stack. Willoughby borders Artarmon, so a lot near that boundary could fall within range, while most of the suburb probably sits outside it. If you are close to Artarmon, check the council’s stack map for your address rather than guessing from distance alone.
Do the state’s newer medium density housing rules reach Willoughby?
Partly. Using a ruler line from the Northbridge Plaza centre, a small slice of Willoughby is inside 400 metres and roughly two fifths inside 800 metres. The real test uses walking distance, so the share actually covered is smaller than those figures suggest. Heritage, the dual occupancy restriction covering around 8% of Willoughby and other exclusions can also take a lot out. Have the walking route from your address checked, along with the conservation area maps, before planning terraces, townhouses or a duplex on the strength of these rules.
