Willoughby East: simple controls around Willoughby Park
Detached homes on regular lots
Of 568 occupied homes in 2021, 543 were separate houses, about 96%. At roughly 56 hectares, Willoughby East is the least extensive of the three suburbs carrying the Willoughby name, each separate within postcode 2068. Low density residential zoning takes in about 85% of the land. The suburb has no environmental living, conservation or medium density zoning.
Flat, predictable standards
Every mapped lot gets the same FSR, 0.4:1, and the same 550 square metre subdivision minimum. Most lots allow buildings of 8.5 metres, while the rest allow 8 metres. Nothing is mapped for bushfire, foreshore, flooding or landslip. The Lane Cove Tunnel stack controls do not reach the suburb either, because even its closest edge is well over 800 metres from the Artarmon stack.
One heritage overlay
A conservation area called Willoughby Park takes in roughly 20% of the suburb. The nine local heritage items are mostly civic, such as Chowne Memorial Hall, the Tresillian nursing home and the park gates. Dual occupancies are also restricted over about 18% of the land.

What owners build here
With such a uniform housing stock, most jobs are house-based. Typical Class 1 and 10 work includes:
- Upper floors and back extensions on detached homes, which make up nearly all housing here.
- Knockdown rebuilds on the standard-sized suburban lots, often to suit growing families.
- Granny flats, which the residential zoning allows via the state approval route.
- Pools, decks, outbuildings and roofed alfresco areas in the backyard.
- Changes to homes in the heritage area around Willoughby Park, assessed under heritage controls.
Tree permits apply to trees over three metres, or those that will grow past that height.
How approval usually works
Away from the heritage area, a CDC (a fast-track approval under state rules) is widely available, because the bushfire, foreshore and environmental exclusions found elsewhere in Willoughby simply do not apply. Inside Willoughby Park, every new house or extension needs a DA, supported by a heritage impact statement. Internal alterations and some ground-floor changes away from the street can still be complying. Pools and detached outbuildings also stay available. Check the dual occupancy restriction before planning a second dwelling. From there, the design is shaped by the survey, the setbacks, how much landscaped area is required and any tree permits. CertifiBuild confirms the heritage position early and then keeps the process moving, booking inspections around your builder's program.

Local questions

See the council pageWhat height and floor space apply in Willoughby East?
Willoughby East has some of the simplest numbers around. Every mapped lot has a floor space ratio (FSR) of 0.4:1, meaning floor area can’t exceed 0.4 times the site area, and new lots need 550 square metres or more. Height is capped at 8.5 metres on most lots and 8 metres on the rest. With so little variation, the design is really shaped by your survey, setbacks, the landscaped area required and tree permits, which apply to trees over three metres tall or likely to grow past that. Check which height band covers your lot, then start with the survey.
Is Willoughby East just part of Willoughby?
No. Postcode 2068 holds three separate suburbs, each with its own planning picture: Willoughby, North Willoughby and this one. At roughly 56 hectares, Willoughby East is the least extensive, sitting on the Northbridge side of Willoughby. Nearly all its homes are detached, 543 of 568 occupied in 2021, and a conservation area around Willoughby Park takes in roughly 20% of its land. Advice written for Willoughby itself may not fit, so confirm your suburb on the planning certificate before copying anything from a nearby approval.
Do the tunnel ventilation stack controls reach Willoughby East?
No. Council’s special controls around the Lane Cove Tunnel’s air stacks reach 800 metres from the Marsden Street stack in Artarmon and the Sirius Road stack in Lane Cove West. Even the nearest edge of Willoughby East sits roughly 900 metres away from Artarmon, with Lane Cove West much further off, so no lot here is caught. Bushfire, foreshore, flooding and landslip mapping are also absent from the suburb. What does matter is the Willoughby Park heritage area, since inside it a new house or extension needs a development application (DA).
