Woongarrah: estate lots and a partial subsidence district

An estate suburb

Woongarrah sits within the former release area covered by Chapter 5.37 of Central Coast Council’s Development Control Plan (DCP, council’s detailed design rules), where much of the land is built or approved. Nearly every home counted in the 2021 Census was a separate house, so the original subdivision documents are the first thing to check for an existing home.

Mine subsidence

A large part of the suburb falls within the Swansea North Entrance Mine Subsidence District. That is a measure of land area, not of affected houses, and it does not prove anything lies under a particular lot. Your property’s assigned guideline has to be checked individually.

Land for the future

The 2024 Greater Warnervale Structure Plan marks a northern residential precinct for longer-term investigation, with servicing and possible odour from a treatment plant still to be resolved. It does not approve building, and it does not describe conditions at existing homes.

What owners build here

Woongarrah is a detached-house estate, so work is mostly additions. Typical jobs we certify include:

  • Pools and barriers.
  • Extensions and covered outdoor areas.
  • Garages and sheds.
  • New dwellings on remaining estate lots.

How approval usually works

If your lot is in the subsidence district, find its assigned guideline before the structural design is set. Some compliant work can be approved by a council or authorised certifier, other work needs assessment by Subsidence Advisory NSW, and some is exempt, so the district overlap alone does not tell you the pathway. Drainage easements, approved retaining walls and title restrictions also limit where a covered area, garage or shed can go. Land flagged for later investigation is not ready for building. A complying development certificate (CDC, the fast-track route under state rules) is only possible where mapping allows. CertifiBuild checks guideline and easements early.

See the council page

Is my Woongarrah house in the mine subsidence district?

Possibly, since a large share of the suburb’s area is inside it, but that is an area figure and not a count of houses. Check your lot against the state mapping and your planning certificate, then confirm the guideline assigned to it before the pool or extension is designed.

Can I build on the land marked for future development?

Not on the strength of a strategic plan. The structure plan marks a northern precinct for longer-term investigation, and servicing and environmental questions are still open. Check the current zoning and infrastructure position before preparing any concept.

Where can a shed or covered area go on my lot?

That depends on easements, approved retaining walls and any restrictions on your title, as well as setbacks. Pull your subdivision consent and a survey first, and have everything shown on one plan before the location is chosen.
