Southern Sydney & St George
Private building certifier in the Bayside Council area
CertifiBuild certifies houses, additions, garages and pools throughout the Bayside council area. Close to Sydney Airport, the most important local issue is aircraft noise. New bedrooms and living areas may need special glazing, insulation and ventilation.

What shapes approvals here.
Living under the flight paths
Bayside curves around Botany Bay and takes in Port Botany and Sydney Airport. Much of the area lies within the noise exposure contours of the airport. If your home is inside one, new rooms must meet aircraft noise building standards. That affects windows, wall and roof layers, and mechanical ventilation. These have to work together, because closed windows cannot provide fresh air. Before any new room is designed, we look up the noise contour that applies to your address.
How tall can you build?
Sydney Airport's protected airspace also caps building height. Clearance for this comes from the Commonwealth, separate from your planning approval. Council's own rules also cover aircraft noise and this height surface. Upper floors are the most likely to be affected. So we review both ahead of designing a second storey.
Which rules apply
Bayside Local Environmental Plan (LEP) 2021 is the council's main planning rulebook. The Bayside development control plan (DCP) 2022 holds the detailed design rules. Two large precincts, Cooks Cove and the lands at Port Botany, are controlled by state policy instead. Your planning certificate confirms which rules cover your lot. Flooding can matter too, for instance in the area between Botany Bay and Rocky Point Road. Most suburbs also include heritage conservation areas, where design rules are stricter.
CDC or DA?
A complying development certificate (CDC) is a code-based approval a private certifier can issue. Flood affectation alone does not rule one out, but the code's flood rules then apply. Otherwise, a development application (DA) goes to council. The 2021 Census counted 34.5% of homes here as separate houses. As a first step, send us your survey, plans and planning certificate so we can check noise, height and flood maps.
Local know-how
Bayside house projects in four very different suburbs
Bexley
The Ocean View Estate in Bexley was subdivided in 1883 around Seaforth Park. Its Federation, Victorian and interwar houses sit along wide, leafy streets, and most present one storey to the street. Owners usually want rear extensions, roof repairs and careful upper additions. The local controls prefer single storey additions with hipped roofs and keep open porches. Corner homes must present well to both streets, so a side fence or garage needs extra thought.
Brighton-Le-Sands
Apartments are the biggest group here, but a mapped conservation area protects a cluster of 1920s bungalows and cottages. Low fences, original roofs and old brick kerbing all help define it. The controls seek to keep that kerbing and restrict extra driveway crossings. Show the verge, kerb and fence on your plans, not just the work inside the lot. Rear living additions and veranda repairs are the usual house jobs.
Botany
Botany's old township mixes single storey Victorian cottages with a Federation shopping strip. A large share of it falls within a conservation area. Cottage owners often plan rear extensions, roof repairs and outbuilding changes. Document the original roof and fabric ahead of designing any addition. In the local shopping centre, DCP rules keep car entries off the shop frontage whenever a lane or side street can be used instead. Make sure you are legally entitled to use it.
Sans Souci
Sans Souci is shared roughly half and half by Bayside and Georges River councils, so we check the boundary first. Taken as a whole, roughly 30% of the suburb's homes are townhouses, semis or villas. A courtyard pool or new paving may tie into shared drainage, which needs strata or owner consent. Council's 2023 study for the west side updated older flood work. Set floor and driveway levels from current data, not an old report.
Why Bayside owners and builders lean on CertifiBuild
We are familiar with Bayside's conservation areas, precinct chapters and mixed housing stock. We look at the heritage, flood and zoning maps for your address. Then we check the title for any shared elements. You get prompt answers to questions, and inspections are arranged around your builder's timetable. We certify only houses, granny flats and Class 10 structures, so our planning advice stays tuned to residential work.

No two lots are alike. Share your address and we will review the maps that cover it.
All council areasWill aircraft noise rules apply to my new bedroom?
Yes, when your Bayside home is inside a noise contour mapped around Sydney Airport. A new bedroom there must be built to aircraft noise standards, which cover the windows, the wall and roof layers, and mechanical ventilation. These elements are designed as one system, because windows kept shut for quiet cannot also supply fresh air. Much of the council area lies within the contours, and council’s own rules also address aircraft noise. We look up the contour for your address before the room is designed, so acoustic and ventilation needs are built into the plans from the start.
Is a second storey possible close to Sydney Airport?
Often it is, but a second storey near Sydney Airport is checked against the protected airspace around the airport, which caps how tall buildings can be. Any clearance comes from the Commonwealth, as a separate step from your planning approval. Council’s rules also cover the height surface and aircraft noise, and upper floors are the part of a house most likely to be affected. If the new level includes bedrooms inside a noise contour, aircraft noise standards apply too. We review both the height surface and the noise contour before your designer starts the upper floor.
Could flooding affect my Sans Souci extension?
It can. Land between Botany Bay and Rocky Point Road can be flood affected, and Sans Souci sits in that area. Council’s 2023 study for the western side updated older flood work, so floor and driveway levels should be set from current data rather than an old report. Your planning certificate will tell you if it is a flood control lot. Sans Souci is also shared by two councils, Bayside and Georges River, in about equal parts, so confirm which council covers your address first. We review the flood information before design starts.
