Inner West

Private building certifier in the Inner West Council area

CertifiBuild certifies home alterations, new houses and outbuildings such as garages, pools and decks across the Inner West. Heritage is the main local hurdle. There are more than 100 conservation areas, so many terrace and cottage jobs need a council DA.

What shapes approvals here.

Heritage shapes most projects

Over 100 heritage conservation areas are mapped across the Inner West. These are mapped streets where council protects the historic look of the area. Victorian and Federation homes, from small cottages to semis and terraces, line the streets of Rozelle, Stanmore and Newtown. Inside a conservation area, house work usually cannot use a complying development certificate (CDC). A CDC is a code-based approval that a private certifier can issue. So a new room at the back or in the roof space usually needs a development application (DA) to council instead. Council will weigh how the change looks from the street.

One main plan, three sets of design rules

The main planning rulebook is the Inner West Local Environmental Plan 2022 (LEP). It merged the former plans for Marrickville, Leichhardt and Ashfield. The detailed design rules sit in a Development Control Plan (DCP), and those were never merged. Your lot follows the Ashfield, Leichhardt or Marrickville DCP, depending on which former council area it sat in. Each one can treat setbacks and building form a little differently.

Street character varies suburb by suburb

Stanmore is split into northern and southern precincts. There, a small terrace and a big villa are treated in different ways. Most houses in Tempe are period homes of one storey. These details affect how much you can add and where.

Aircraft noise in the south

The southern suburbs, including Sydenham, sit under Sydney Airport flight paths. The LEP has a rule for land affected by aircraft noise. New bedrooms and living rooms there must meet acoustic requirements. Designing for this at the start is much simpler than correcting it afterwards.

Before you finalise drawings, send us your survey, plans and council planning certificate. We will confirm the right approval path.

Local know-how

Inner West neighbourhoods and the design rules that bite

Haberfield

A separate DCP chapter covers Haberfield, apart from the general heritage rules. It was planned as a garden suburb in 1901 and is mostly single storey brick houses. Some semi pairs were built to look like a single house. Extensions should go to the rear, and side gardens should stay open. New roofs must not compete with the original, even if they use matching tiles. A basement is not an easy fix either, as levels and excavation are closely assessed.

Balmain East

Balmain East sits on a steep sandstone headland, first subdivided in 1836. Early timber and stone cottages share the slope with terraces and later flats. The DCP expects additions to step down with the slope. A roof room or upper level can stand out from the harbour. Sections cut through the slope count just as much as the front view.

Annandale

Annandale's street grid, laid out from 1876, follows a ridge. Larger houses line Johnston Street, with modest terraces and cottages stepping down the slopes. Several neighbourhoods have laneway subareas with their own controls. A rear garage or studio facing a lane is judged as part of that lane. Next to a cottage, a taller ridge house is a poor guide for scale.

Enmore

Enmore is mainly small-lot terraces and semis. Near Enmore Road, a mapped sound category applies because of the entertainment venues. New bedrooms there may need acoustic design worked out with the windows and ventilation. Front parking is rare in these narrow streets. A newly cut driveway can alter a heritage frontage and reduce the front garden. Almost half of Enmore's homes are semis or terraces.

Why Inner West owners and builders turn to CertifiBuild

CertifiBuild certifies homes and Class 10 work only, so terraces, cottages and backyard structures are our everyday focus. We identify the right former council DCP and any neighbourhood or sound map for your lot early. We understand how Inner West heritage and character controls work in practice. We answer questions promptly and book inspections around your builder's sequence, so work keeps moving.

Is a DA needed for a garage or deck behind my terrace?

It depends on whether your terrace sits in one of the Inner West’s 100-plus heritage conservation areas. Inside one, house work usually cannot use a complying development certificate (CDC), so a development application (DA) to council is the normal path, even for something modest at the back. If your rear structure faces a lane, as in some Annandale streets, council judges it as part of that lane too. Beyond those mapped streets, the code route may work for a compliant design. Our first step is checking the heritage maps for your address.

My home was in the old Leichhardt council area. Do those rules still matter?

Yes. The Inner West Local Environmental Plan (LEP) 2022 combined the three old council plans, but the detailed design rules were never merged. A lot in the former Leichhardt area still follows the Leichhardt development control plan (DCP), while Ashfield and Marrickville land follows its own. Each can handle setbacks and building form slightly differently, so the right DCP changes what your addition can look like. Some neighbourhoods, such as Haberfield or Annandale’s laneways, also have their own chapters. We confirm which DCP applies before reviewing any drawings.

I am adding a bedroom in Sydenham. Is aircraft noise an issue?

It can be. Planes heading to and from Sydney Airport pass over Sydenham and other southern Inner West suburbs, and the local plan has a rule for land affected by aircraft noise. New bedrooms and living rooms there must meet acoustic requirements, which usually affects window choice, wall and roof construction, and ventilation. Building this into the drawings from the beginning is far easier than fixing it later. Heritage conservation areas are common across the Inner West, so check that map as well. We look at both for your lot before the bedroom is detailed.
