Private building certifier in the Wollondilly Shire Council area

CertifiBuild certifies pools, sheds, new homes and other outbuildings throughout Wollondilly Shire. Here, our opening check is mine subsidence. Five subsidence districts reach into the shire. Work within one may also need separate sign-off from Subsidence Advisory NSW.

What shapes approvals here.

Five mine subsidence districts

The shire overlaps five proclaimed mine subsidence districts. These are Appin, Bargo, Picton, Wilton and South Campbelltown. Subsidence is ground movement caused by mining below. Inside a district, building work must be approved by Subsidence Advisory NSW. The agency follows its own process and sets its own timeframes. Each property is given a guideline. That guideline decides whether a council or registered certifier can approve the work, or whether the agency itself must.

Drinking water catchment

The shire largely drains into Sydney's drinking water catchment. Here, new work must not make water quality worse, and ideally improves it. On a rural lot without sewer, you will usually need a stormwater plan and an assessment of on-site wastewater. Council has to be satisfied the WaterNSW guideline is met. Adding even one bedroom where there is no sewer can trigger this.

When both apply

Some properties carry both the subsidence and catchment requirements. Neither shows up in the zoning. Both must be resolved before building starts. No construction certificate can issue until water supply and wastewater have been resolved. We check both issues together at the start.

Plans and local work

Most areas follow the Wollondilly Local Environmental Plan 2011 (LEP). The detailed rules sit in the eight-volume Wollondilly Development Control Plan 2016. The Wilton growth area has a separate plan, led by the state. In Census 2021, separate houses were 94.6 per cent of all lived-in homes. Once Wilton homes are finished, owners often add sheds, pools or covered alfresco areas. Every suburb in the shire includes bushfire prone land, so bushfire checks are part of most jobs.

Send us your survey, plans and council planning certificate. We will check subsidence, catchment and bushfire status before you design.

Local know-how

Wollondilly towns and villages, one at a time

Picton

Picton's DCP divides the heritage setting of the town into eight precincts. They cover the main street, the creek and railway landscape, and several groups of houses. Owners mostly want rear additions, new garages and replacement homes. Within a heritage precinct, going up a level may call for another design approach than a small rear extension. Where Abbotsford Road land is mapped, even a shed has to follow fixed roof rules. Gabled roofs pitched between 30 and 40 degrees are required, so a typical low shed may not fit.

Thirlmere

Thirlmere developed as a railway village, subdivided in the 1880s. Cottage alterations, pools and alfrescos are common. Inside the conservation area, whether you can use a CDC comes down to the code and the precise scope of the job. Some land is zoned R3, a medium density zone. There, a group of townhouses needs a 30 metre frontage or more and a site no smaller than 1,500 square metres. Those numbers are not the minimum for a normal house lot.

Warragamba

Warragamba was built to house the workers who built the dam. Its DCP protects a plain post-war style, rather than a colonial look or a new estate look. Separate houses line the narrow streets and make up nearly every dwelling. Typical work includes rear additions, carports, pools and garage replacements. Check access and garage placement early, using a measured survey. Knowing the town's history does not reveal how your particular house was built.

The Oaks

The Oaks has a small walkable village centre with rural holdings around it. Extensions, garages, pools and granny flats are the usual requests. A defined area of residential land off Montpelier Drive has a dedicated section in the DCP. It covers noise, mature trees, the rural edge and historic setting. On rural land beyond the village, farm buildings are assessed in a different way to household sheds.

Why Wollondilly owners and builders pick CertifiBuild

We have worked through Wollondilly's heritage precincts, village sections and rural rules. We know where projects tend to stall. For every lot, we check the DCP maps and planning certificate before you order plans or a kit shed. Questions get a prompt answer. We schedule inspections around your builder's stages so the job keeps moving. We only take on homes, granny flats and Class 10 work like sheds, carports and pools.

I want to add a bedroom on my unsewered lot. What is involved?

Usually a wastewater check, because most of Wollondilly drains to the catchment that supplies Sydney’s tap water. Adding even one bedroom on a lot without sewer can trigger it, since more bedrooms mean more wastewater for your on-site system to handle. Expect to provide a report on how your septic or treatment system copes, plus a stormwater plan. Council needs to be confident the WaterNSW guideline is met and water quality will not get worse. Both the water supply and the wastewater must be sorted before a construction certificate can issue. Book that report before finalising the bedroom layout.

Who approves building work in a subsidence district?

It depends on which guideline your property has been given by Subsidence Advisory NSW. Some guidelines allow council or a registered certifier to approve complying work, while others leave the decision with the agency itself. Five mine subsidence districts reach into Wollondilly: Appin, Bargo, Picton, Wilton and South Campbelltown. The agency runs its own process and sets its own timeframes, so allow time for it in your program. This is an extra step beyond your normal planning approval. We check your property’s district and guideline at the very start.

What plan covers a shed in the new Wilton estates?

A shed in the new Wilton estates is checked against the separate, state-led plan for the Wilton growth area, not only the council’s usual rules. Many owners add a shed, pool or covered alfresco area once their home is finished, so this question comes up often. Wilton also counts among the shire’s five mine subsidence districts, so subsidence status needs confirming as well. Every suburb in the shire includes some bushfire prone land, and that can change how the shed is built. Send us your lot details so we can confirm the plan, subsidence and bushfire position.
